中國政府4月2日發(fā)表《深化互利共贏的中歐全面戰(zhàn)略伙伴關(guān)系——中國對歐盟政策文件》，昭示新時(shí)期對歐盟政策目標(biāo)，規(guī)劃今后五到十年合作藍(lán)圖。文件全文如下：	China issued a policy paper on the European Union (EU) on Apr. 2, 2014. Following is the full text of the policy paper:
深化互利共贏的中歐全面戰(zhàn)略伙伴關(guān)系 ——中國對歐盟政策文件（2014年4月）	China's Policy Paper on the EU: Deepen the China-EU Comprehensive Strategic Partnership for Mutual Benefit and Win-win Cooperation April 2014
自2003年10月中國政府發(fā)表首份對歐盟政策文件以來，中歐全面戰(zhàn)略伙伴關(guān)系實(shí)現(xiàn)首個(gè)十年的重要發(fā)展。中國與歐盟以年度領(lǐng)導(dǎo)人會(huì)晤為重要引領(lǐng)，以政治、經(jīng)貿(mào)、人文為三大支柱，發(fā)展全方位、多層次、寬領(lǐng)域合作，深入推進(jìn)全面戰(zhàn)略伙伴關(guān)系。中國是歐盟第二大貿(mào)易伙伴，歐盟連續(xù)十年保持中國第一大貿(mào)易伙伴地位，雙方年度貿(mào)易額突破5500億美元，人員往來超過每年500萬人次。雙方合作應(yīng)對國際金融危機(jī)，推進(jìn)全球治理改革，就重大國際和地區(qū)問題加強(qiáng)溝通協(xié)調(diào)，為促進(jìn)世界和平、發(fā)展、合作作出重要貢獻(xiàn)。首份《中國對歐盟政策文件》得到有效執(zhí)行，為推動(dòng)中歐關(guān)系發(fā)揮了重要指導(dǎo)作用。	Over the past decade since the release of China's first policy paper on the European Union (EU) by the Chinese government in October 2003, the China-EU Comprehensive Strategic Partnership has made important headway. Guided by the annual China-EU Summit and focusing on the three pillars of political, economic and people-to-people exchanges, China and the EU have promoted all-dimensional, multi-tiered and wide-ranging cooperation to deepen the Comprehensive Strategic Partnership. China is the EU's second largest trading partner. The EU has been China's top trading partner for 10 years. The annual trade volume has exceeded 550 billion US dollars and there have been over 5 million visits between the two sides each year. China and the EU have worked together to tackle the international financial crisis and advance global governance reform, stepped up communication and coordination on major international and regional issues, and contributed significantly to world peace, development and cooperation. The first China's EU Policy Paper, which has been implemented effectively, has played an important role in guiding the development of China-EU relations.
在中歐全面戰(zhàn)略伙伴關(guān)系步入第二個(gè)十年的重要時(shí)刻，中國政府制訂第二份對歐盟政策文件，目的是在總結(jié)過去十年中歐關(guān)系發(fā)展成就的基礎(chǔ)上，結(jié)合國內(nèi)外形勢發(fā)展，昭示新時(shí)期對歐盟政策目標(biāo)，規(guī)劃今后五到十年合作藍(lán)圖，推動(dòng)中歐關(guān)系實(shí)現(xiàn)更大發(fā)展。	At a crucial moment when the China-EU Comprehensive Strategic Partnership enters its second decade, the Chinese government releases its second EU policy paper to define its EU policy objectives in the new era, draw a blueprint for China-EU cooperation in the next 5 to 10 years and facilitate greater progress in China-EU relations based on a review of the achievements in China-EU relations in the past decade and in the context of international and domestic developments.
