VI. Accelerating New Urbanization in Line with Ningxia Spatial Development Strategic Plan

We shall accelerate urbanization pace of the city belt along the Yellow River through integration of infrastructure, ecological environment and public services in towns in the mountain area. We shall step up the Yinchuan-centered urban agglomeration, which is comprised of Shizuishan, Zhongwei and other cities. The city clusters of Ningdong and Lingwu, Dawukou and Pingluo, Litong District and Qingtongxia, Shapotou and Zhongning will be also promoted. We shall make an overall plan of cities and their surrounding areas and provide equal public services for urban and rural residents to enhance the agglomeration capacity of the city zone along the Yellow River. We shall develop inter-city railway system, accelerate the construction of Yongning and Binhe Yellow River Bridges, and complete highway construction such as the expansion project from Yinchuan to Ningdong. All those projects will enhance connectivity between cities in Ningxia. We shall effectively address traffic congestion by enhancing public transport facilities, expanding parking lots and strengthening traffic operation management. We shall integrate public security and urban inspection information to promote urban intelligent management. We shall launch 115 renovation projects in old urban areas and eliminate shanty villages within the city.We shall strive to create a beautiful living environment by implementing strict regulations on illegally built shanty buildings, parking in disorder and occupy-street business activities.

We shall construct the Qingshui River City and Town Industrial Belt to promote a balanced development of cities and towns in mountain areas. According to the General Plan of Qingshui River City and Town Industrial Belt we have drawn up, We shall launch 160 projects withinvestments totalling 10 billion yuan, so as to make more contribution to economic development in central southNingxia. We shall present cultural elements and regional characteristics in the construction process. We shall step up the comprehensive trial of new urbanization road in Guyuan City and accelerate the construction of Southwestern New Area so as to enhance the radiating power of Guyuan City. We shall adhere to the notion of green development, complete urban functions and enhance public services to boost the economic and social development there.

We shall promote Beautiful Village construction. A total of 20 Beautiful Towns and 100 Beautiful Villages are expected to complete construction and form rationally designed areas with distinctive characteristics. We shall enhance infrastructure construction in rural areas with the ratio of road hardening, running water access and coverage of garbage collection centers reaching 80% each. We shall renovate 45,000 shabby houses in towns and villages and improve the living environment comprehensively. We shall hold theatrical performances frequently in villages and towns to create a civilized living environment.

We shall lay more emphasis on ecological and environmental protection. The assessment of planting area and forest coverage will be strictly conducted. We shall continue to plant trees and advance the “grain for green” project. The newly added afforestation area, desertification control area and ecological recovery area after migration are expected to total 1.2 million, 33,333 hectares and 52,000 hectaresrespectively. We shall eliminate outmoded vehicles and furnaces, strengthen online monitoring of pollution sources and enhance air, water and soil pollution management in a comprehensive way.
