III. Promoting Reform and Innovation to Increaseendogenous Impetus of Development
Only through reform and innovation can we make progress and become prosperous. We should conduct reform and innovation in every sector of economic and social development and promote informationization far and wide to foster new development impetus and competitive edges.
Press forward reform in key areas. We will accomplish 38 reform tasks, conduct 33 pilot trials and focus on 41 items to resolve prominent problems. We should continue to streamline administration, delegate more powers to lower-level governments, and cancel or delegate more administrative items. The government power, responsibility, and project investment lists should be made public. We will expand the one-stop review and approval model and one-window services, strive to shorten the period of government review and approval, and improve administrative efficiency to the largest extent. We will deepen the reform on fiscal and taxation systems, establish emerging industry supportive funds and give full play to the leverage function of financial funds. We should complete debt budget management, quota control and risk warning systems and guide the municipal and county-level governments to make loans with credit in a reasonable, scientific and effective way. We will continue to extend trials for replacing business tax with VAT and regulate taxation preferential policies. We will accelerate the reform on state-owned enterprises. We will complete the business entity management system, performance assessment, profit delivery and manager spur and restriction mechanisms. We will carry out the reform on enterprises affiliated with government, develop mixed ownership enterprises, strengthen state-owned investment and financing platform control and improve the operation efficiency of state-owned capital. We will also deepen rural reforms. The rural land and house property registration will be promoted and the joint-stock system trial on collective capital will be carried out. We will conduct reforms on water conservancy and supply and marketing cooperative. The price fixing catalogue will be revised and we will let the market play a bigger role. The household registration system will be reformed and the unified residence permit system will be promotes so as to facilitate the free flow of urban and rural resources.
Advance innovative creation comprehensively. The governments at all levels should encourage and support innovation activities, especially in enterprises. We will improve the innovative driving force radiated from state-level high technology development zones, IBI incubator center and other scientific enterprises. The subsidy system for enterprises with innovation achievement will be completed. We will continue to extend the scientific risk compensation fund trials, incubate high-tech enterprise with subsidies and promote commercialization of research findings. We will incorporate innovative capacities of colleges and universities, scientific research institutions and technology centers and establish large-scale innovation platforms. We will expand innovative bases and make more research results become real industries. We will cultivate and attract more high-level innovative talents with preferential policies.
Accelerate informationization to facilitate innovation. We will carry out “Intelligent Ningxia” project, push forward construction of 4G broadband network, large data center and cloud platform and ensure the wireless fidelity coverage in main public areas. We will support IT industry and promote the IT application in manufacturing, agriculture and services. Breakthroughs are expected in industrial intelligent technology, modern agricultural technology, e-commerce innovation and application of Internet of Things. The cloud computing systems and networks featuring political affairs, social security and other public services will be established. We will build up a state-level cloud computing industrial base to promote IT application and industrial modernization.
