IV. Accelerating Project Construction to Lay a Solid Foundation for Steady Growth
We will launch and complete more large-scale projects this year to ensure growth and promote transition.
We will make more efforts to complete major projects and invest 80 billion yuan on 40 key projects with great radiating capacity. We will lead the public to complete an investment of 368 billion yuan. All the cities and counties need to launch more projects to form new economic growth poles. More industrial projects will be undertaken, coveringan investment of 160 billion yuan, such as the construction of outgoing power appropriative supply point, photovoltaic power generation station invested bythe China Minsheng Investment Co., Ltd., 35 million meters of textile production by the Hengfeng Group, the establishment of China Automation Group Wuzhong Industrial Base, the coal-to-oil project of the Shenhua Ningxia Coal Industry Group, 50 million meters of shirt textile production by the Ruyi Textile Group and 3 million tons of steel production by Shenyinte Steel Co.Anumber of transportation projects will becompletedwith an investment of 27 billion yuan. We will design a plan for the construction of the Yinchuan Hedong Comprehensive Transport Hub. We will launch the projects of theYinchuan-Xi’an High-speed Rail, Yinchuan-Ningdong Railway and the expansion project of the expressway from Shizuishan to Zhongning. We will accelerate the projects of the 3rd phase of Yinchuan Hedong International Airport, the second line of the railway from Gantang in Ningxia to Wuwei in Gansu Province and the expressway from Dongshanpo to Maojiagou. At the same time, we will complete the highway construction from Pengyang to Qingshizui, Xiji to Maojiagou. The agricultural, forestry and water conservancy projects will finish an investment of 21 billion yuan. The 2nd phase of Ningxia flood control project over the Yellow River will be launched. We will accelerate the auxiliary facilities and water conservancy projects construction in large irrigated areas, the harnessing of the Qingshui River and the reclamation of saline and alkaline land in Yinbei Area. The services projects will realize an investment of 60 billion yuan. The projects of infrastructure construction at Yinchuan Bonded Area, the data center of the Ningxia Zhongguancun Scientific and Technological Industrial Park, Yinchuan Zhongxing Intelligent City Big Data, and Guyuan Xilanyin Logistic Park will be accelerated. The social services projects will accomplish an investment of 22 billion yuan. We will strive to start construction of theNingxia Art Gallery. We will step up the construction of supportive housing, old-age care facilities and municipal-level medical care services. We will also attempt to finish the preparation work of the Heishanxia section of the Yellow River development, 2nd phase of coal to oil project, the integration of coal, electricity and aluminum in Guyuan and the line for passenger transportation from Yinchuan in Ningxia to Zhengzhou in Henan Province.
Make an elaborate 13th Five-year Program in advance. To ensure the presence of a well-off society in Ningxia by 2020, we will set the main objectives and missions of development during the 13thFive-Year Program in a scientific way. We should plan to launch several key projects in advance. In line with the national policy, we will seek some government investment projects featuring transportation, water conservancy, improving people’s wellbeing, social security, environmental protection and public services. Starting from the “One Belt andOne Road”, we can seek some cooperative projects in energy, finance, science and technology, Halal food and Muslim commodities facing towards the Arab States and other Muslim regions. Centering on industrial transition and upgrading, we should keep up with renowned enterprises both home and abroad and try to launch some industrial projects featuring fine chemistry, equipments and manufacturing, textile, modern logistics, cloud computing and big data. Centering on spatial planning, we will step up geological exploration and seek some construction projects featuring industrial-urban integration, infrastructure, cultural tourism and poverty alleviation to foster sustainable development.
