VIII. Improving People’s Happiness Indexes by Doing Practical Things in the Interests of the Masses The government at all levels should consider people’s wellbeing all the time and serve the people wholeheartedly. We shall alleviate poverty in a down-to-earth manner. Be practical and realistic, we should suit our measures to local conditions. We cannot force migrants to relocate or to stay, but should implement flexible and appropriate measures to develop competitive industries, increase migrants’ income, enhance infrastructure construction and management, and realize a balanced development. We shall increase mutual aid subsidies, improve the self-development capacities of poor people, accelerate the construction of charity industrial parks and help more poor people find jobs in developed areas. We shall press ahead with the rural and urban drinking water safety projects and provide safe drinking water for 450,000 people. We shall strive to increasethe income of urban workers. We shall revise and carry out startup policies, offer better services and increase the scale of small-sum guaranteed loans for startups to create a better environment. We shall establish Human Resources Development Center, focusing on the employment of college graduates, urban residents who have difficulty finding jobs and rural labor force transfer. The population of new entrants to the labor force in Ningxia’s urban area totaled 73,000 last year. We shall inspire all the businesses and walks of the society to create more wealth through reform and innovation. Through the unification of pension insurance system between public institutions and enterprises, posts reform on public servants below the county-level government, and reforms on public vehicle, We shall steadfastly improve the salary of employees in the public institutions. At the same time, We shall continue to improve the basic pension benefits for enterprise retirees and those for rural and urban residents. We shall also increase the subsidies for disabled servicemen, family members of revolutionary martyrs and the basic living allowances. We shall also give more working subsidies for grass-roots cadres. We shall perfect the social security system. We shall establish “Five Insurances in One” management system, promote the insurance registration covering all the people and expand the collection and payment of basic insurance. The landless farmer pension insurance system will be implemented and the Ningxia Hui Autonomous Region will streamline the basic medical insurance. The subsidy criteria for basic medical insurance will be improved and the urban and rural resident serious illness insurance system will be completed. The old-age care service need to cover more senior citizens and all the society should be motivated to provide care for them. We should give priority to education development. We shall carry out the second phase of pre-school education plan and improve the kindergarten attendance rate. We shall cultivate more rural teachers, improve the school conditions of compulsory education, renovate heating facilities totaling 600,000 square meters in rural primary and middle schools, and build 500 dormitory rooms for rural teachers. We shall expand the reach of quality high school education resources and set up the Ningxia Modern Vocational Skill Public Training Center to boost vocational education in western China. We shall strive to enhance distinctive subjects and key majors in universities and colleges and improve the academic level. We shall also deepen exchanges and cooperation with Missouri State University and other renowned universities to cultivate more high-end talents. We shall accelerate the medical and health care development. We shall deepen reforms on governmental hospitals, establish modern hospital management system and fiscal subsidy mechanism, lower medicine prices and improve hospital service levels. We shall encourage more social capital input in the sector under supervision and support the establishment of private hospitals. We shall expand the coverage of high-quality medical resources and accelerate the construction of community hospitals and health clinics in villages. We shall train 1,000 medical staff in counties and towns and ensure that 1,000 newly added doctors could be on duty in rural areas. We shall continue to keep the birth rate at a lower level. We shall also strengthen epidemic prevention and control, improve hospital environment, and foster fine medical ethics and atmosphere. |
