| 這次全會(huì)的任務(wù)就是討論全會(huì)決定提出的全面深化改革的思路和方案。這里，我給大家提幾點(diǎn)要求。 | The task of this plenary session is to discuss the guiding thoughts and plans for deepening reform comprehensively as proposed in the Decision. For the discussion, please bear the following in mind: |
| 第一，增強(qiáng)推進(jìn)改革的信心和勇氣。改革開放是我們黨在新的時(shí)代條件下帶領(lǐng)人民進(jìn)行的新的偉大革命，是當(dāng)代中國(guó)最鮮明的特色，也是我們黨最鮮明的旗幟。35年來(lái)，我們黨靠什么來(lái)振奮民心、統(tǒng)一思想、凝聚力量？靠什么來(lái)激發(fā)全體人民的創(chuàng)造精神和創(chuàng)造活力？靠什么來(lái)實(shí)現(xiàn)我國(guó)經(jīng)濟(jì)社會(huì)快速發(fā)展、在與資本主義競(jìng)爭(zhēng)中贏得比較優(yōu)勢(shì)？靠的就是改革開放。 | First, we must be more confident and courageous in pushing forward reform. The reform and opening up is a new great revolution of the Chinese people led by our Party in the new era. It is the most outstanding characteristic of contemporary China, and the distinctive banner of our Party. What has helped our Party inspire the people, unify them and pull their strength together over the past 35 years? What have we been relying on to stimulate the creativity and vitality of our people, realize the rapid development of our economy and society and win a competitive advantage over capitalism? The answer has always been reform and opening up. |
| 面對(duì)未來(lái)，要破解發(fā)展面臨的各種難題，化解來(lái)自各方面的風(fēng)險(xiǎn)和挑戰(zhàn)，更好發(fā)揮中國(guó)特色社會(huì)主義制度優(yōu)勢(shì)，推動(dòng)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展，除了深化改革開放，別無(wú)他途。 | Looking at the future, there is no alternative to deepening reform and opening up, if we are to solve all sorts of difficult problems hindering our development, defuse risks and meet challenges from all aspects, give better play to the advantages of socialism with Chinese characteristics, and promote the steady and healthy development of the economy and society. |
| 當(dāng)前，在改革開放問(wèn)題上，黨內(nèi)外、國(guó)內(nèi)外都很關(guān)注，全黨上下和社會(huì)各方面期待很高。改革開放到了一個(gè)新的重要關(guān)頭。我們?cè)诟母镩_放上決不能有絲毫動(dòng)搖，改革開放的旗幟必須繼續(xù)高高舉起，中國(guó)特色社會(huì)主義道路的正確方向必須牢牢堅(jiān)持。全黨要堅(jiān)定改革信心，以更大的政治勇氣和智慧、更有力的措施和辦法推進(jìn)改革。 | At the current stage, close attention to our reform and opening-up drive comes from inside and outside the Party and in and outside the country as well. The entire Party and all social sectors have high expectations for us. Our reform has come to a critical juncture. We must not waver to the slightest degree in carrying out reform and opening up, and we must continue to hold high its banner and firmly adhere to the correct path of socialism with Chinese characteristics. The whole Party must reaffirm our conviction to push forward reform with greater political courage and wisdom, and stronger measures and methods. |
| 第二，堅(jiān)持解放思想、實(shí)事求是。高舉改革開放的旗幟，光有立場(chǎng)和態(tài)度還不行，必須有實(shí)實(shí)在在的舉措。行動(dòng)最有說(shuō)服力。中央決定用黨的十八屆三中全會(huì)這個(gè)有利契機(jī)就全面深化改革進(jìn)行部署，是一個(gè)戰(zhàn)略抉擇。我們要抓住這個(gè)機(jī)遇，努力在全面深化改革上取得新突破。要有新突破，就必須進(jìn)一步解放思想。 | Second, we must continue to emancipate our mind and seek truth from facts. To keep our banner of reform and opening up flying high, we must also take pragmatic measures once we have a strong conviction. Actions speak louder than words. It is a strategic choice of the CPC Central Committee to make overall plans for deepening reform comprehensively at the Third Plenary Session of the 18th CPC Central Committee. We must take this opportunity to make new breakthroughs in our reform. For this to happen, we need to further emancipate our mind. |
| 沖破思想觀念的障礙、突破利益固化的藩籬，解放思想是首要的。在深化改革問(wèn)題上，一些思想觀念障礙往往不是來(lái)自體制外而是來(lái)自體制內(nèi)。思想不解放，我們就很難看清各種利益固化的癥結(jié)所在，很難找準(zhǔn)突破的方向和著力點(diǎn)，很難拿出創(chuàng)造性的改革舉措。因此，一定要有自我革新的勇氣和胸懷，跳出條條框框限制，克服部門利益掣肘，以積極主動(dòng)精神研究和提出改革舉措。 | To break down the barriers of old notions and the confinement of interest groups, emancipating the mind is the first and most important step. Often, the roadblocks in our minds that hinder reform do not come from outside the system, but from ourselves. If the mind is not emancipated we can hardly see the crux of our problems with the interest groups, or pinpoint the direction of our effort to break down the barriers. We will also find it difficult to come up with innovative reform measures. Therefore, we must have the courage and breadth of vision to seek self-improvement. We need to shuffle off the trammels of outdated ideas and overcome the constraints put up by different departments for their own interests, and proactively conduct research and propose reform measures. |
| 提出改革舉措當(dāng)然要慎重，要反復(fù)研究、反復(fù)論證，但也不能因此就謹(jǐn)小慎微、裹足不前，什么也不敢干、不敢試。搞改革，現(xiàn)有的工作格局和體制運(yùn)行不可能一點(diǎn)都不打破，不可能都是四平八穩(wěn)、沒(méi)有任何風(fēng)險(xiǎn)。只要經(jīng)過(guò)了充分論證和評(píng)估，只要是符合實(shí)際、必須做的，該干的還是要大膽干。 | Before putting forth a reform measure, we must research and discuss it carefully, but this does not mean being overcautious or hesitant to try anything. It is not possible to carry out reforms while keeping our current work pattern and the operation system intact, nor is it possible to do it in a rock-steady or risk-free manner. As long as we have done thorough research and appraisal, and know what we are going to do agrees with the actual conditions and needs to be done, we will go ahead without looking back. |
| 第三，堅(jiān)持從大局出發(fā)考慮問(wèn)題。全面深化改革是關(guān)系黨和國(guó)家事業(yè)發(fā)展全局的重大戰(zhàn)略部署，不是某個(gè)領(lǐng)域某個(gè)方面的單項(xiàng)改革。“不謀全局者，不足謀一域。”大家來(lái)自不同部門和單位，都要從全局看問(wèn)題，首先要看提出的重大改革舉措是否符合全局需要，是否有利于黨和國(guó)家事業(yè)長(zhǎng)遠(yuǎn)發(fā)展。要真正向前展望、超前思維、提前謀局。只有這樣，最后形成的文件才能真正符合黨和人民事業(yè)發(fā)展要求。 | Third, we must put the interests of the state first when making deliberations. Deepening reform comprehensively is a major strategic plan concerning the overall development of the Party and state, rather than a single program to reform any certain aspect of a sector. "One who fails to take into account the whole country when making plans is not good enough to plan for a small area." You come from different departments and units, and you need to see things from a greater perspective. For major decisions, first we should judge whether a proposed reform measure meets the needs of the country, and whether it is conducive to the long-term development of the cause of the Party and state. We must strive to look forward into the future, think beyond the times, and proactively draw up plans. Only in this way can we put through reform measures that will genuinely promote the cause of the Party and the people. |
| 全面深化改革需要加強(qiáng)頂層設(shè)計(jì)和整體謀劃，加強(qiáng)各項(xiàng)改革的關(guān)聯(lián)性、系統(tǒng)性、可行性研究。我們講膽子要大、步子要穩(wěn)，其中步子要穩(wěn)就是要統(tǒng)籌考慮、全面論證、科學(xué)決策。經(jīng)濟(jì)、政治、文化、社會(huì)、生態(tài)文明各領(lǐng)域改革和黨的建設(shè)改革緊密聯(lián)系、相互交融，任何一個(gè)領(lǐng)域的改革都會(huì)牽動(dòng)其他領(lǐng)域，同時(shí)也需要其他領(lǐng)域改革密切配合。如果各領(lǐng)域改革不配套，各方面改革措施相互牽扯，全面深化改革就很難推進(jìn)下去，即使勉強(qiáng)推進(jìn)，效果也會(huì)大打折扣。 | To deepen reform comprehensively, we should strengthen planning at the top level and adopt a holistic approach in doing so. We should study more intensively the connectedness, consistency and feasibility of our reform measures. As we say "we must push reform forward boldly and steadily." Here "steadily" means adopting a holistic approach in planning, doing overall research and making decisions scientifically. Reforms in economy, politics, culture, society and ecology are closely connected to and integrated in the reform of the Party building. Reform in one sector will always affect other sectors, and requires other sectors to reform accordingly. If the reforms in different areas do not support each other, and the measures taken in some sectors turn out to check the progress of other sectors, we will find it difficult to deepen reform comprehensively, and will get into a muddle with the reform if we disregard these factors. |
