| 出席這次全會(huì)的有，中央委員204人，候補(bǔ)中央委員169人。中央紀(jì)律檢查委員會(huì)常務(wù)委員會(huì)委員和有關(guān)方面負(fù)責(zé)同志列席了會(huì)議。黨的十八大代表中部分基層同志和專家學(xué)者也列席了會(huì)議。 | Present at the plenum were 204 full members and 169 alternate members of the Central Committee of the Communist Party of China. Members of the Standing Committee of the Central Commission for Discipline Inspection and leading officials of departments concerned attended the meeting as non-voting delegates, so did some delegates to the 18th CPC National Congress from the community level, experts and scholars. |

The plenum unanimously agreed that the Political Bureau of the Central Committee, in the face of a complicated international situation and challenging tasks related to reform, development and stability in China, has thoroughly implemented the guidelines of the 18th CPC National Congress, and the first and second plenums of the 18th CPC Central Committee, held high the great banner of socialism with Chinese characteristics, and followed the guidance of Deng Xiaoping Theory and the important thought of Three Represents and the Scientific Outlook on Development. The Political Bureau of the CPC Central Committee has united and led the whole Party, military and Chinese people of all ethnic groups to maintain the principle of making progress while keeping stability, and worked hard to sustain growth, readjust structure and promote reform. It has calmly dealt with all risks and challenges, promoted all-round progress in socialist economic, political, cultural, social and ecological development, as well as the new great project of Party building, and carried out the education campaign in the Party's mass line steadily. New progress has been witnessed in all these undertakings, ensuring that the results of development better benefit all the people in a fairer way and making a good start in the first year in implementing the spirit of the 18th CPC National Congress. |
| 全會(huì)高度評(píng)價(jià)黨的十一屆三中全會(huì)召開(kāi)35年來(lái)改革開(kāi)放的成功實(shí)踐和偉大成就，研究了全面深化改革若干重大問(wèn)題，認(rèn)為改革開(kāi)放是黨在新的時(shí)代條件下帶領(lǐng)全國(guó)各族人民進(jìn)行的新的偉大革命，是當(dāng)代中國(guó)最鮮明的特色，是決定當(dāng)代中國(guó)命運(yùn)的關(guān)鍵抉擇，是黨和人民事業(yè)大踏步趕上時(shí)代的重要法寶。面對(duì)新形勢(shì)新任務(wù)，全面建成小康社會(huì)，進(jìn)而建成富強(qiáng)民主文明和諧的社會(huì)主義現(xiàn)代化國(guó)家、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)，必須在新的歷史起點(diǎn)上全面深化改革。 | The plenum spoke highly of the successful practice and great achievements of reform and opening up in the past 35 years since the Third Plenary Session of the 11th CPC Central Committee, and studied certain major issues concerning comprehensively deepening reform. It concluded that reform and opening-up drive represents a grand new revolution the Party leads the people of all ethnic groups of China to carry out under conditions of the new era; it is the most distinctive characteristic of contemporary China, a critical choice that has determined the destiny of contemporary China, and a key weapon for the cause of the Party and the people to catch the tide of the times. In face of the new situation and tasks, to build a moderately prosperous society in all respects and eventually to build a prosperous, democratic, civilized and harmonious modern socialist country and realize the Chinese dream of a great revival of the Chinese nation, we must comprehensively deepen reform at this new historical point. |
| 全會(huì)強(qiáng)調(diào)，全面深化改革，必須高舉中國(guó)特色社會(huì)主義偉大旗幟，以馬克思列寧主義、毛澤東思想、鄧小平理論、“三個(gè)代表”重要思想、科學(xué)發(fā)展觀為指導(dǎo)，堅(jiān)定信心，凝聚共識(shí)，統(tǒng)籌謀劃，協(xié)同推進(jìn)，堅(jiān)持社會(huì)主義市場(chǎng)經(jīng)濟(jì)改革方向，以促進(jìn)社會(huì)公平正義、增進(jìn)人民福祉為出發(fā)點(diǎn)和落腳點(diǎn)，進(jìn)一步解放思想、解放和發(fā)展社會(huì)生產(chǎn)力、解放和增強(qiáng)社會(huì)活力，堅(jiān)決破除各方面體制機(jī)制弊端，努力開(kāi)拓中國(guó)特色社會(huì)主義事業(yè)更加廣闊的前景。 | The plenum stressed: To deepen the reform comprehensively, we must hold high the great banner of socialism with Chinese characteristics, follow the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the Three Represents and the Scientific Outlook on Development. We must have firm confidence, forge consensus, make holistic planning, and promote development in a coordinated way. We will uphold the direction of reform towards the socialist market economy, put the promotion of social fairness, justice and improvement of people's lives as the starting point and ultimate goal, further emancipate the mind, continue to release and develop the productive forces, release and strengthen vigor of the society, get rid of defects in various systems and mechanisms, and strive to open up broader prospects for socialism with Chinese characteristics. |
| 全會(huì)指出，全面深化改革的總目標(biāo)是完善和發(fā)展中國(guó)特色社會(huì)主義制度，推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化。必須更加注重改革的系統(tǒng)性、整體性、協(xié)同性，加快發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì)、民主政治、先進(jìn)文化、和諧社會(huì)、生態(tài)文明，讓一切勞動(dòng)、知識(shí)、技術(shù)、管理、資本的活力競(jìng)相迸發(fā)，讓一切創(chuàng)造社會(huì)財(cái)富的源泉充分涌流，讓發(fā)展成果更多更公平惠及全體人民。 | The plenum pointed out: The overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity. We must pay more attention to implementing systematic, integrated and coordinated reforms, promoting the development of socialist market economy, democratic politics, advanced culture, a harmonious society and ecological progress. We must make sure that the vigor of labor, knowledge, technology, managerial expertise and capital keeps bursting forth, all the wealth-creating sources fully flow, and that the fruits of development benefit all people still more and equally. |
| 全會(huì)指出，要緊緊圍繞使市場(chǎng)在資源配置中起決定性作用深化經(jīng)濟(jì)體制改革，堅(jiān)持和完善基本經(jīng)濟(jì)制度，加快完善現(xiàn)代市場(chǎng)體系、宏觀調(diào)控體系、開(kāi)放型經(jīng)濟(jì)體系，加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，加快建設(shè)創(chuàng)新型國(guó)家，推動(dòng)經(jīng)濟(jì)更有效率、更加公平、更可持續(xù)發(fā)展；緊緊圍繞堅(jiān)持黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國(guó)有機(jī)統(tǒng)一深化政治體制改革，加快推進(jìn)社會(huì)主義民主政治制度化、規(guī)范化、程序化，建設(shè)社會(huì)主義法治國(guó)家，發(fā)展更加廣泛、更加充分、更加健全的人民民主；緊緊圍繞建設(shè)社會(huì)主義核心價(jià)值體系、社會(huì)主義文化強(qiáng)國(guó)深化文化體制改革，加快完善文化管理體制和文化生產(chǎn)經(jīng)營(yíng)機(jī)制，建立健全現(xiàn)代公共文化服務(wù)體系、現(xiàn)代文化市場(chǎng)體系，推動(dòng)社會(huì)主義文化大發(fā)展大繁榮；緊緊圍繞更好保障和改善民生、促進(jìn)社會(huì)公平正義深化社會(huì)體制改革，改革收入分配制度，促進(jìn)共同富裕，推進(jìn)社會(huì)領(lǐng)域制度創(chuàng)新，推進(jìn)基本公共服務(wù)均等化，加快形成科學(xué)有效的社會(huì)治理體制，確保社會(huì)既充滿活力又和諧有序；緊緊圍繞建設(shè)美麗中國(guó)深化生態(tài)文明體制改革，加快建立生態(tài)文明制度，健全國(guó)土空間開(kāi)發(fā)、資源節(jié)約利用、生態(tài)環(huán)境保護(hù)的體制機(jī)制，推動(dòng)形成人與自然和諧發(fā)展現(xiàn)代化建設(shè)新格局；緊緊圍繞提高科學(xué)執(zhí)政、民主執(zhí)政、依法執(zhí)政水平深化黨的建設(shè)制度改革，加強(qiáng)民主集中制建設(shè)，完善黨的領(lǐng)導(dǎo)體制和執(zhí)政方式，保持黨的先進(jìn)性和純潔性，為改革開(kāi)放和社會(huì)主義現(xiàn)代化建設(shè)提供堅(jiān)強(qiáng)政治保證。 | The plenum pointed out: We must deepen economic system reform by centering on the decisive role of the market in allocating resources, adhere to and improve the basic economic system, accelerate the improvement of the modern market system, macro-control system and open economic system. We must accelerate the transformation of the growth pattern, and make China an innovative country. We must promote more efficient, equal and sustainable economic development. We must deepen political system reform that features the organic unity of upholding the leadership of the Party, the people being the masters of the country, and governing the country according to the rule of law. We should work harder to accelerate socialist democracy in a systematic way by adopting due standards and procedures. We should build a socialist country with the rule of law, and develop people's democracy with wider, more adequate and sound participation. We must deepen cultural system reform by centering on building the core socialist value system and developing a strong socialist culture in China. We should accelerate improvement of the system for managing the cultural sector and the mechanism for cultural production and operation, establish and improve a modern public cultural service system, establish the basic framework of a modern cultural market system, and bring about great development and enrichment of socialist culture. We must deepen social structural reform by centering on safeguarding and improving the people's wellbeing and promoting social fairness and justice. We should reform the income distribution system and promote common prosperity. We should promote system innovation in the social sector, promote equal access to basic public services, and step up efforts to form a scientific and effective social management system so that our society is full of vigor, but also harmonious and orderly. We must deepen ecological environment management reform by centering on building a beautiful China. We should accelerate system building to promote ecological progress, improve institutions and mechanisms for developing geographical space, conserving resources and protecting the ecological environment and promoting modernization featuring harmonious development between Man and Nature. We must deepen the reform of the Party building system by centering on enhancing the Party's capacity to govern in a scientific and democratic way and in accordance with the law. We should strengthen the building of democratic centralism, and improve the leadership system and governing style of the Party. We should maintain the Party's advanced nature and purity, thus providing strong political support for reform and opening up and socialist modernization. |
| 全會(huì)指出，全面深化改革，必須立足于我國(guó)長(zhǎng)期處于社會(huì)主義初級(jí)階段這個(gè)最大實(shí)際，堅(jiān)持發(fā)展仍是解決我國(guó)所有問(wèn)題的關(guān)鍵這個(gè)重大戰(zhàn)略判斷，以經(jīng)濟(jì)建設(shè)為中心，發(fā)揮經(jīng)濟(jì)體制改革牽引作用，推動(dòng)生產(chǎn)關(guān)系同生產(chǎn)力、上層建筑同經(jīng)濟(jì)基礎(chǔ)相適應(yīng)，推動(dòng)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展。 | The plenum pointed out: To deepen the reform comprehensively, we must bear in mind the fact that China is still in the primary stage of socialism and will remain so for a long time to come. We should adhere to the major strategic judgment that development is still the key to solving all problems in China, take economic construction as our central task, give full play to the leading role of economic system reform, balance the relations of production with the productive forces as well as the superstructure with the economic base, and promote sound, sustainable economic and social development. |
