Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone
The Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone was approved by the State Council in March 2016. This was followed by a detailed development plan jointly released in May by the CPC Henan Provincial Committee and the People's Government of Henan Province. The document made overall arrangements for the endeavor, including main requirements, strategic position, spatial and functional layout, objectives, key tasks, and supporting measures.
The Zhengzhou-Luoyang-Xinxiang zone is a high-tech industrial center in the Central Plains and an important base for Henan's institutional innovation. Based on the new- and high-tech industrial development zones in the three cities, this zone is expected to become a highland of innovation with a strong driving power and core competitiveness.
By the end of 2020, the three cities had 3,883 high- tech enterprises and 7,823 national sci-tech SMEs, both accounting for about two-thirds of the province's total number. The invention patents they hold per 10,000 people reached 12.29, 3.2 times the provincial average; technology contract turnover reached 30.68 billion yuan, accounting for 79.8 percent of the provincial total; and the added value from high-tech sectors accounted for 57.4 percent of that of all large industrial enterprises, 14 percentage points higher than the provincial average. The three cities also gathered 60 percent of Henan's national innovation platforms, 61 percent of its high-tech enterprises, 50 percent of its leading innovation companies, two-thirds of its sci-tech SMEs, and over 80 percent of its national key labs. They are the core growth poles in the province's innovation-driven development.
鄭洛新國(guó)家自主創(chuàng)新示范區(qū)
2016年3月，國(guó)務(wù)院常務(wù)會(huì)議確定新設(shè)河南鄭洛新、山東半島、遼寧沈大3個(gè)國(guó)家自主創(chuàng)新示范區(qū)。同年5月，中共河南省委、河南省人民政府印發(fā)《鄭洛新國(guó)家自主創(chuàng)新示范區(qū)建設(shè)實(shí)施方案》，從總體要求、戰(zhàn)略定位、空間布局和功能布局、發(fā)展目標(biāo)、重點(diǎn)任務(wù)、保障措施等方面對(duì)鄭洛新國(guó)家自主創(chuàng)新示范區(qū)建設(shè)進(jìn)行了全面安排部署。
鄭洛新國(guó)家自主創(chuàng)新示范區(qū)是中原地區(qū)的高科技產(chǎn)業(yè)中心和河南省體制機(jī)制創(chuàng)新的重要示范基地，依托鄭州、洛陽(yáng)、新鄉(xiāng)3個(gè)城市高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)，舉全省之力將其建設(shè)成為具有較強(qiáng)輻射能力和核心競(jìng)爭(zhēng)力的創(chuàng)新高地。截至2020年年底，鄭洛新三市高新技術(shù)企業(yè)總數(shù)達(dá)3883家、國(guó)家科技型中小企業(yè)入庫(kù)數(shù)量達(dá)7823家，分別占全省的61.3%和66.2%；萬(wàn)人發(fā)明專利擁有量達(dá)12.29件，是全省平均水平的3.2倍；技術(shù)合同成交額達(dá)306.8億元，占全省的79.8%以上；高新技術(shù)產(chǎn)業(yè)增加值占規(guī)上工業(yè)增加值比重達(dá)57.4%，高于全省平均水平14個(gè)百分點(diǎn)；培育、集聚了全省60%的國(guó)家級(jí)創(chuàng)新平臺(tái)、61%的高新技術(shù)企業(yè)、50%的創(chuàng)新型龍頭企業(yè)、2/3的科技型中小企業(yè)和80%以上的國(guó)家重點(diǎn)實(shí)驗(yàn)室，成為引領(lǐng)全省創(chuàng)新發(fā)展的核心增長(zhǎng)極。
