Central Committee of the CPC
According to the Regulations of the CPC on the Central Committee, the Central Committee directs all Party work and represents the CPC in external relations when the Party's National Congress is not in session.
The Central Committee is composed of members and alternate members who are elected for a term of five years. In the event that a National Congress is convened earlier than usual or postponed, the term will be shortened or extended accordingly. The number of members and alternate members of the Central Committee is determined by the National Congress. The Central Committee members and alternate members must have a minimum Party membership of five years.
These members and alternate members are the backbone of the Party's governance. They are representatives from different regions, departments, sectors, and industries, who are politically sound and have demonstrated outstanding performance, which ensures that the mix is balanced and well structured. Their mission is to govern the Party and the country, run the military, and advance socialism with Chinese characteristics in the new era.
The Political Bureau, the Standing Committee of the Political Bureau, and the general secretary of the Central Committee of the Party are elected at the plenary session of the Central Committee. The general secretary of the Central Committee must be one of the members of the Political Bureau's Standing Committee.
Between the plenary sessions of the Central Committee, the Political Bureau and its Standing Committee exercise the functions and powers of the Central Committee.
The Secretariat of the Central Committee is the administrative body of the Political Bureau and its Standing Committee. Members of the Secretariat are nominated by the Political Bureau's Standing Committee and must be approved at a plenary session of the Central Committee.
The general secretary of the Central Committee is responsible for convening meetings of the Political Bureau and its Standing Committee and presides over the work of the Secretariat.
Only the Party's Central Committee has the power to decide on and interpret major principles and policies concerning the whole Party and the whole country. It coordinates the efforts to carry out the great struggle, develop the great project, advance the great cause, and realize the great dream and to ensure effective implementation of the Five-sphere Integrated Plan and the Four-pronged Comprehensive Strategy. It exercises centralized, unified leadership over major initiatives of the Party and the country and over all sectors related to reform, development and stability, domestic and foreign affairs and national defense, and the governance of the Party, the country, and the military.
The people's congresses, governments, committees of the Chinese People's Political Consultative Conference (CPPCC), supervisory, judicial and procuratorial organs, the armed forces, the eight political parties other than the CPC, prominent individuals with no party affiliation, people's organizations, enterprises, public institutions, primary-level self-governance organizations, and social organizations all operate under the leadership of the Central Committee of the CPC.
中國共產(chǎn)黨中央委員會
《中國共產(chǎn)黨中央委員會工作條例》指出，在黨的全國代表大會閉會期間，中央委員會領(lǐng)導(dǎo)黨的全部工作，對外代表中國共產(chǎn)黨。中央委員會由委員和候補(bǔ)委員組成，每屆任期五年。全國代表大會如提前或者延期舉行，中央委員會的任期相應(yīng)地改變。中央委員會委員和候補(bǔ)委員的名額，由全國代表大會決定。中央委員會委員和候補(bǔ)委員必須有五年以上的黨齡，人選應(yīng)當(dāng)集中各地區(qū)、各部門、各條戰(zhàn)線、各個行業(yè)黨的執(zhí)政骨干和優(yōu)秀代表，政治堅定、素質(zhì)優(yōu)良、分布均衡、結(jié)構(gòu)合理，能夠擔(dān)負(fù)起治黨治國治軍、推進(jìn)新時代中國特色社會主義事業(yè)的歷史重任。
中央委員會全體會議選舉產(chǎn)生中央政治局、中央政治局常務(wù)委員會和中央委員會總書記。中央委員會總書記必須從中央政治局常務(wù)委員會委員中產(chǎn)生。中央政治局和它的常務(wù)委員會在中央委員會全體會議閉會期間，行使中央委員會的職權(quán)。中央書記處是中央政治局和它的常務(wù)委員會的辦事機(jī)構(gòu)；成員由中央政治局常務(wù)委員會提名，中央委員會全體會議通過。中央委員會總書記負(fù)責(zé)召集中央政治局會議和中央政治局常務(wù)委員會會議，并主持中央書記處的工作。
涉及全黨全國性的重大方針政策問題，只有黨中央有權(quán)作出決定和解釋。黨中央統(tǒng)攬偉大斗爭、偉大工程、偉大事業(yè)、偉大夢想，統(tǒng)籌推進(jìn)“五位一體”總體布局、協(xié)調(diào)推進(jìn)“四個全面”戰(zhàn)略布局，全面領(lǐng)導(dǎo)改革發(fā)展穩(wěn)定、內(nèi)政外交國防、治黨治國治軍等各領(lǐng)域各方面工作，對黨和國家事業(yè)發(fā)展重大工作實行集中統(tǒng)一領(lǐng)導(dǎo)。各級人大、政府、政協(xié)、監(jiān)察機(jī)關(guān)、審判機(jī)關(guān)、檢察機(jī)關(guān)，武裝力量，各民主黨派和無黨派人士，人民團(tuán)體，企事業(yè)單位，基層群眾性自治組織，社會組織等，都必須自覺接受黨中央領(lǐng)導(dǎo)。
