Central Plains Agricultural Valley
Seeds are the "chip" of agriculture. Since ancient times, seeds have been key in the planting industry chain, bearing directly on the output and quality of crops. Henan, with an old agro-civilization and abundant food crops, is an important breadbasket of China. It has given top priority to grain production, fully implemented the strategy on sustainable use of the arable land and application of technologies to ensure national food security, ameliorated the two key factors of seeds and soil, and continuously improved the conditions and technologies for agricultural production.
In April 2022, the provincial government unveiled a plan for developing a "Central Plains Agricultural Valley," which specified the major goals, geographical location, key tasks, and working mechanisms. In June 2023, it revealed the Development Plan for the Central Plains Agricultural Valley (2022-2035), which clarified the development strategy, policies and measures, and major projects.
The Central Plains Agricultural Valley has a planned area of 1,611 square kilometers with 1.44 million residents. Designed to be a national, internationalized highland of agricultural innovation, the Agricultural Valley will support bio-breeding, modern planting and breeding, farm and sideline product processing, biotechnologies and products, agricultural equipment manufacturing, and modern agricultural services. It will serve as four centers – national seed industry innovation center, modern grain industry innovation center, agro-technological achievements transfer and commercialization center, and international agricultural cooperation and exchange center, and two demonstration zones – agricultural high-tech industrial demonstration zone and smart (digital) agricultural demonstration zone. With its layout matching well with the provincial territorial space plan, the Central Plains Agricultural Valley is divided into four sections – a world-class agricultural science zone, a hub of high-tech commercialization, a center of grain and oil industries, and a demonstration zone for food processing industry.
The place is expected to become a first-class seed innovation platform and a demonstration zone of agricultural and rural modernization in China by 2025. By 2035, it will have in place world-class clusters of agro-technological infrastructure and scientific research and experiment demonstration bases, as well as a global highland of food technology innovation. As a regional powerhouse of agricultural innovation, it will fully engage in the Belt and Road agro-technological innovation system and guarantee national food security at a higher level.
“中原農(nóng)谷”
種子是農(nóng)業(yè)的“芯片”。自古以來，種子便一直處于種植產(chǎn)業(yè)鏈的最前端，農(nóng)作物的產(chǎn)量和質(zhì)量都和種子直接相關(guān)。河南省地處中原，農(nóng)耕文明悠久，糧食作物豐富，是中國(guó)重要的糧食主產(chǎn)區(qū)，素有“國(guó)人糧倉(cāng)”美譽(yù)。中共十八大以來，河南把糧食生產(chǎn)擺在各項(xiàng)工作重中之重的位置，全面落實(shí)藏糧于地、藏糧于技戰(zhàn)略，聚焦種子和耕地兩個(gè)要害，農(nóng)業(yè)生產(chǎn)條件和技術(shù)水平不斷提高。
2022年4月，河南省人民政府印發(fā)《“中原農(nóng)谷”建設(shè)方案》（以下簡(jiǎn)稱《方案》），明確了“中原農(nóng)谷”建設(shè)的目標(biāo)要求、區(qū)域布局、重點(diǎn)任務(wù)和工作機(jī)制。2023年6月，河南省人民政府印發(fā)《中原農(nóng)谷發(fā)展規(guī)劃（2022—2035年）》（以下簡(jiǎn)稱《規(guī)劃》），進(jìn)一步明確了“中原農(nóng)谷”發(fā)展戰(zhàn)略、政策措施、重大工程項(xiàng)目等。
“中原農(nóng)谷”總規(guī)劃面積為1611.83平方千米，總?cè)丝诔^144萬(wàn)人。在功能定位方面，“中原農(nóng)谷”聚焦建設(shè)國(guó)家級(jí)、國(guó)際化農(nóng)業(yè)創(chuàng)新高地，大力發(fā)展生物育種、現(xiàn)代種養(yǎng)、農(nóng)副產(chǎn)品加工、生物技術(shù)產(chǎn)品、農(nóng)機(jī)裝備制造、現(xiàn)代農(nóng)業(yè)服務(wù)等產(chǎn)業(yè)，打造國(guó)家種業(yè)科技創(chuàng)新中心、現(xiàn)代糧食產(chǎn)業(yè)科技創(chuàng)新中心、農(nóng)業(yè)科技成果轉(zhuǎn)移轉(zhuǎn)化中心、農(nóng)業(yè)對(duì)外合作交流中心（即“四大中心”），以及農(nóng)業(yè)高新技術(shù)產(chǎn)業(yè)示范區(qū)、智慧（數(shù)字）農(nóng)業(yè)示范區(qū)（即“兩個(gè)示范區(qū)”）。在功能布局方面，“中原農(nóng)谷”與國(guó)土空間規(guī)劃相銜接，確定核心區(qū)為國(guó)際一流農(nóng)科“芯”城，西區(qū)為高新技術(shù)轉(zhuǎn)化集成地，東區(qū)為糧油產(chǎn)業(yè)經(jīng)濟(jì)集聚地，南區(qū)為食品加工產(chǎn)業(yè)示范區(qū)。
按照《方案》《規(guī)劃》，到2025年，“中原農(nóng)谷”將建成國(guó)內(nèi)一流的種業(yè)創(chuàng)新平臺(tái)，成為帶動(dòng)全省乃至全國(guó)農(nóng)業(yè)農(nóng)村現(xiàn)代化的示范引領(lǐng)區(qū)；到2035年，“中原農(nóng)谷”將建成世界一流的農(nóng)業(yè)科技基礎(chǔ)設(shè)施集群、科研試驗(yàn)示范基地集群和全球糧食科技創(chuàng)新高地，成為國(guó)家區(qū)域性農(nóng)業(yè)創(chuàng)新核心力量，深度融入“一帶一路”農(nóng)業(yè)科技創(chuàng)新體系，從更高水平上筑牢國(guó)家糧食安全根基。
