Four-Route Silk Road
Building an inland highland of opening up is Henan's vision for high-quality development. Leveraging its geographical location in the Central Plains, Henan has devoted due efforts to building the Silk Road on the land, the internet, and the sea while making progress with the Silk Road in the air. With close coordination among these four routes, which feature high-level connectivity and high- quality multi-modal transportation, it strives to achieve a historic transformation from a hinterland to a highland of opening up.
In its 14th Five-year Plan for Economic and Social Development and Long-range Objectives Through the Year 2035, issued in April 2021, Henan set the goal of substantially facilitating the coordination through strategic actions to promote mutually-reinforcing, integrated advances in the four routes.
With the Air Silk Road taking the lead, a pioneering zone of the hub economy with international influence is envisioned: (1) The Zhengzhou-Luxembourg Air Silk Road will be further enhanced to forge a global network of partner hubs. (2) Based on the New Eurasian Land Bridge Economic Corridor, the Land Silk Road will be built with equal emphasis on transportation and trade and with a larger capacity and a higher quality, in order to make it a cross-Eurasian economic corridor with both trunk and branch lines and serve as a hub for collection and distribution. (3) Henan will support innovations and breakthroughs to build the Online Silk Road into an international center of cross-border e-commerce and diversified trade. (4) The province will step up the construction of inland port facilities and expand the rail routes for rail-sea intermodal transportation in order to better align itself with the Maritime Silk Road. To better serve these purposes, relevant mechanisms will be improved to facilitate planning coordination, policy communication, infrastructure connectivity, information sharing, and service linkage.
The Air Silk Road: Commencing operation in June 2014, the Zhengzhou-Luxembourg Air Silk Road sees booming cooperation between Zhengzhou and Luxembourg as two key cargo hubs. It now connects Asia, Europe, and America and boasts a world-leading transportation capacity with cargo routes covering all major economies. By August 2023, the Zhengzhou Xinzheng International Airport had opened 258 passenger and cargo routes to more than 200 cities in 26 countries and regions on the three continents and operated more than 10,000 inbound and outbound cargo flights.
The Land Silk Road: By the end of June 2023, the China Railway Express freight trains had made over 8,300 trips between Henan and Europe, building an international logistics network with eight entry and exit ports and 21 direct routes and a system of domestic and overseas logistics hubs. The overseas business network links more than 140 cities in over 40 countries and more than 6,000 partners at home and abroad. These trains form the "caravans on the rail" that contribute to the Belt and Road cooperation and connect domestic and international markets and the eastern, central and western regions of China.
The Online Silk Road: The Global Cross-border E-commerce Conference, which is permanently based in Zhengzhou, has been held for seven sessions since its inception in 2017. The China (Henan) International Trade Single Window leads the country with a daily handling capacity of more than 30 million deals. In 2022, Henan's import and export volume through cross-border e-commerce exceeded 220 billion yuan for the first time, involving 196 countries and regions and achieving the goal of doing business worldwide.
The Maritime Silk Road: The trains running on the seven rail-sea intermodal routes connecting Zhengzhou with Tianjin, Lianyungang, Qingdao, Ningbo, and other ports have operated 600 shifts, and Zhoukou has opened six domestic container routes to Shanghai and other ports as well as five international routes to ports including the Long Beach in Los Angeles, the US.
四路協(xié)同
建設(shè)內(nèi)陸開(kāi)放新高地,是河南發(fā)展的美好愿景,也是河南高質(zhì)量發(fā)展的必經(jīng)之路。地處中原的河南充分發(fā)揮區(qū)位優(yōu)勢(shì),以“空中絲綢之路”為引領(lǐng),統(tǒng)籌推進(jìn)陸上、網(wǎng)上、海上絲綢之路建設(shè),以高水平互聯(lián)互通和高質(zhì)量多式聯(lián)運(yùn)發(fā)展為核心,形成“四路協(xié)同”創(chuàng)新集聚發(fā)展態(tài)勢(shì),推動(dòng)河南實(shí)現(xiàn)由內(nèi)陸腹地向開(kāi)放高地的歷史性轉(zhuǎn)變。
2021年4月,《河南省國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和二〇三五年遠(yuǎn)景目標(biāo)綱要》明確“四路協(xié)同”水平顯著提升的發(fā)展目標(biāo),部署高水平建設(shè)“四條絲綢之路”的戰(zhàn)略行動(dòng),提出以“空中絲綢之路”為引領(lǐng),全面推動(dòng)“四路”聯(lián)動(dòng)互促、融合并進(jìn),打造具有國(guó)際影響力的樞紐經(jīng)濟(jì)先行區(qū):提升鄭州—盧森堡“空中絲綢之路”品牌優(yōu)勢(shì),打造全球樞紐伙伴網(wǎng)絡(luò);以新亞歐大陸橋經(jīng)濟(jì)走廊為引領(lǐng),推動(dòng)“陸上絲綢之路”擴(kuò)量提質(zhì)和運(yùn)貿(mào)一體化發(fā)展,打造干支結(jié)合、樞紐集散、貫通歐亞的陸上經(jīng)濟(jì)走廊;促進(jìn)“網(wǎng)上絲綢之路”創(chuàng)新突破,打造國(guó)際性跨境電子商務(wù)與多元化貿(mào)易中心;暢通融入“海上絲綢之路”,深化內(nèi)陸港設(shè)施共建和鐵海聯(lián)運(yùn)班列線路拓展;創(chuàng)新“四路協(xié)同”機(jī)制,強(qiáng)化規(guī)劃統(tǒng)籌、政策互通、設(shè)施聯(lián)通、信息共享、服務(wù)聯(lián)動(dòng)。
在空中,自2014年6月開(kāi)通以來(lái),鄭州—盧森堡“空中絲綢之路”“雙樞紐”合作不斷深入,已形成“一點(diǎn)連三洲,一線串歐美”的運(yùn)營(yíng)格局,貨運(yùn)航線實(shí)現(xiàn)對(duì)全球主要經(jīng)濟(jì)體全覆蓋,貨運(yùn)保障能力位居世界前列。截至2023年8月,鄭州機(jī)場(chǎng)已開(kāi)通客貨運(yùn)航線258條,覆蓋亞歐美三大洲26個(gè)國(guó)家和地區(qū)200多個(gè)城市,出入境貨運(yùn)航班突破1萬(wàn)架次。
在陸上,截至2023年6月底,中歐班列(中豫號(hào))累計(jì)開(kāi)行超8300班,構(gòu)建了“8個(gè)口岸出入境、21條線路直達(dá)”的國(guó)際物流網(wǎng)絡(luò)和“1+N”境內(nèi)外物流樞紐體系,境外業(yè)務(wù)網(wǎng)絡(luò)輻射40多個(gè)國(guó)家140多個(gè)城市,境內(nèi)外合作伙伴超過(guò)6000家,初步實(shí)現(xiàn)“連通境內(nèi)外,輻射東中西”, 成為共建“一帶一路”的“鋼鐵駝隊(duì)”。
在網(wǎng)上,全球跨境電商大會(huì)永久落戶鄭州,自2017年起已連續(xù)舉辦七屆;河南國(guó)際貿(mào)易“單一窗口”平臺(tái)處理能力每天3000萬(wàn)單以上,居全國(guó)前列。2022年,河南跨境電商進(jìn)出口交易額首次突破2200億元,業(yè)務(wù)輻射196個(gè)國(guó)家和地區(qū),實(shí)現(xiàn)了“買全球、賣全球”的發(fā)展目標(biāo)。
在海上,鄭州至天津、連云港、青島、寧波等港口的7條海鐵聯(lián)運(yùn)班列已累計(jì)開(kāi)行超過(guò)600班;周口相繼開(kāi)通至上海港等6條國(guó)內(nèi)集裝箱航線以及至美國(guó)洛杉磯長(zhǎng)灘港等5條國(guó)際航線,實(shí)現(xiàn)了“箱通世界、貨運(yùn)全球”。
