Communication Department Under the Party Committee
According to the Regulations of the CPC on Communication, the communication departments under the Party's Central Committee and local committees are the functional departments in charge of ideological work which coordinate socialist cultural-ethical progress.
The main duties of the communication departments are:
? to implement the Party's principles, policies, decisions, and plans on communication work and draft major policies and development plans;
? to coordinate ideological work, conduct routine check of the implementation of relevant responsibility systems, and carry out in-depth investigations based on discipline inspections;
? to guide and coordinate theoretical research, studies, and communication;
? to analyze and guide public opinion, guide and coordinate media work, and coordinate and organize press conferences;
??to administer the press, publishing, and film production, guide radio and television programs, and organize and guide measures against pornography and illegal publications;
? to coordinate the spread of core socialist values, organize and guide the efforts to raise the people'sintellectual, moral and political standards, and carry out activities for promoting public cultural-ethical progress;
? to coordinate the creation and production of intellectual and cultural products and the efforts to carry on the best of traditional Chinese culture and develop public cultural programs;
? to guide and coordinate the structural reform of the cultural sector and the development of cultural programs, industries, and tourism and guide the supervision of state-owned cultural assets;
? to guide the management of the internet and online information and coordinate the growth and management of new media;
? to coordinate international communication, guide external cultural exchanges and cooperation, promote the introduction of Chinese culture to the world, and coordinate communication on China's progress in human rights;
? to promote the rule of law in the communication sector;
? to coordinate and guide the collection of information about public opinion.
黨委宣傳部
《中國共產黨宣傳工作條例》指出,黨委宣傳部是黨中央和地方各級黨委主管意識形態方面工作的職能部門,是社會主義精神文明建設的牽頭協調部門。
黨委宣傳部的主要職責是:貫徹落實黨對宣傳工作的方針政策和決策部署,擬訂宣傳工作重要政策和事業發展規劃;統籌協調意識形態工作,組織協調意識形態工作責任制落實情況日常監督檢查,結合巡視巡察工作開展專項檢查;指導協調理論研究、學習、宣傳工作;統籌分析研判和引導社會輿論,指導協調新聞單位工作,協調開展新聞發布工作;管理新聞出版和電影工作,統籌指導廣播電視工作,組織指導“掃黃打非”工作;統籌指導社會主義核心價值觀建設,組織指導思想道德建設和思想政治工作,推進群眾性精神文明創建;統籌協調精神文化產品創作和生產,協調組織中華優秀傳統文化傳承發展的有關工作,指導協調推動群眾文化建設;指導協調文化體制改革和文化事業、文化產業以及旅游業發展,指導協調國有文化資產監管工作;宏觀指導互聯網宣傳和信息內容建設管理工作,統籌協調新媒體建設與管理;統籌開展對外宣傳工作,指導對外文化交流合作工作,協調推動中華文化走出去工作,協調人權宣傳工作;協調推進宣傳領域法治建設;統籌指導輿情信息工作等。
