Party Leadership Groups
According to the Regulations of the CPC on the Party Leadership Groups, a Party leadership group may be formed in the leading body of the central or local state organs, people's organizations, economic or cultural institutions, and other non-CPC organizations. Such a group exercises leadership in the said organizations, and this is an important way for the Party to exercise leadership over non-CPC organizations.
The Party leadership group exercises leadership over the general direction to ensure effective implementation and directs the day-to-day work and the task of strengthening the Party in the said organization. It works to incorporate the Party's views and major decisions into laws, regulations, policies, and decisions, to ensure the application of the Party's theories, guidelines, principles, and policies, and to achieve public consensus.
The group decides the following issues:
? major measures to implement the decisions and plans of the Party's Central Committee and other higher level Party organizations;
? major issues in the drafting of laws, regulations, rules, and important normative documents;
? development strategies for, major decisions on, and major issues concerning the day-to-day work;
? major reforms;
? important personnel appointments and removals;
? major projects;
? use of large sums of money, disposal of high-value assets, and drafting of budget plans;
? organizational functions, internal structures, and staffing;
? auditing, discipline inspections, scrutiny and examination, performance review, awards and sanctions;
? political guidance on current thinking;
? important issues in the development of the Party.
黨組
《中國(guó)共產(chǎn)黨黨組工作條例》指出，黨組是黨在中央和地方國(guó)家機(jī)關(guān)、人民團(tuán)體、經(jīng)濟(jì)組織、文化組織和其他非黨組織的領(lǐng)導(dǎo)機(jī)關(guān)中設(shè)立的領(lǐng)導(dǎo)機(jī)構(gòu)，在本單位發(fā)揮領(lǐng)導(dǎo)作用，是黨對(duì)非黨組織實(shí)施領(lǐng)導(dǎo)的重要組織形式。
黨組發(fā)揮把方向、管大局、保落實(shí)的領(lǐng)導(dǎo)作用，全面履行領(lǐng)導(dǎo)責(zé)任，加強(qiáng)對(duì)本單位業(yè)務(wù)工作和黨的建設(shè)的領(lǐng)導(dǎo)，推動(dòng)黨的主張和重大決策轉(zhuǎn)化為法律法規(guī)、政策政令和社會(huì)共識(shí)，確保黨的理論和路線方針政策的貫徹落實(shí)。黨組討論和決定本單位下列重大問題：貫徹落實(shí)黨中央以及上級(jí)黨組織決策部署的重大舉措；制定擬訂法律法規(guī)規(guī)章和重要規(guī)范性文件中的重大事項(xiàng)；業(yè)務(wù)工作發(fā)展戰(zhàn)略、重大部署和重大事項(xiàng)；重大改革事項(xiàng)；重要人事任免等事項(xiàng)；重大項(xiàng)目安排；大額資金使用、大額資產(chǎn)處置、預(yù)算安排；職能配置、機(jī)構(gòu)設(shè)置、人員編制事項(xiàng)；審計(jì)、巡視巡察、督查檢查、考核獎(jiǎng)懲等重大事項(xiàng)；重大思想動(dòng)態(tài)的政治引導(dǎo)；黨的建設(shè)方面的重大事項(xiàng)；其他應(yīng)當(dāng)由黨組討論和決定的重大問題。
