Commissions for Discipline Inspection of the CPC
According to the Regulations of the CPC on the Commissions for Discipline Inspection, the Party's commissions for discipline inspection at all levels are bodies specifically charged with the responsibility of conducting internal oversight. They are the designated institutions to ensure the Party's full and strict internal governance, improve Party conduct, and combat corruption.
The main tasks of the commissions for discipline inspection are:
? to defend the CPC Constitution and other Party regulations;
? to monitor the execution of the Party's theories, guidelines, principles, and policies and the decisions and plans of the Party's Central Committee;
? to assist their respective Party committees in ensuring strict Party self-governance in all respects, improving Party conduct, and organizing and coordinating efforts to combat corruption.
These commissions take it as their supreme political guideline and fundamental political duty to firmly uphold General Secretary Xi Jinping's core position on the Party's Central Committee and in the Party as a whole and to uphold the Central Committee's authority and its centralized, unified leadership.
The Party's Central Commission for Discipline Inspection (National Commission of Supervision) functions under the leadership of the Party's Central Committee and performs its duties as the Party's highest body for discipline inspection (the state's highest supervisory body). A local or a primary-level commission for discipline inspection functions under the dual leadership of the Party committee at the corresponding level and the commission for discipline inspection at the next higher level.
The CPC Central Commission for Discipline Inspection and the National Commission of Supervision work together as one office while maintaining separate identities, as do the local commissions for discipline inspection and the local commissions of supervision at all levels. This enables them to perform both duties of Party discipline inspection and state supervision under integrated leadership and working mechanisms, make decisions together, and operate together to enforce Party discipline and state laws, with Party discipline being stricter than state laws.
In line with the CPC Constitution, the commissions for discipline inspection perform their duties of exercising oversight, enforcing discipline, and ensuring accountability. These commissions and related supervisory bodies may dispatch discipline inspection and supervisory teams to the Party and state organs at the corresponding levels, as well as to state-owned enterprises (SOEs), public institutions, and other organizations. As part of the discipline inspection and supervisory bodies that dispatch them, these teams are under the direct, unified leadership of the said bodies.

《中國共產(chǎn)黨紀(jì)律檢查委員會工作條例》指出,黨的各級紀(jì)律檢查委員會是黨內(nèi)監(jiān)督專責(zé)機關(guān),是黨推進全面從嚴(yán)治黨、開展黨風(fēng)廉政建設(shè)和反腐敗斗爭的專門力量。
黨的各級紀(jì)律檢查委員會的主要任務(wù)是:維護黨的章程和其他黨內(nèi)法規(guī),檢查黨的理論和路線方針政策、黨中央決策部署執(zhí)行情況,協(xié)助黨的委員會推進全面從嚴(yán)治黨、加強黨風(fēng)建設(shè)和組織協(xié)調(diào)反腐敗工作。黨的各級紀(jì)律檢查委員會把堅決維護習(xí)近平總書記黨中央的核心、全黨的核心地位,維護黨中央權(quán)威和集中統(tǒng)一領(lǐng)導(dǎo)作為最高政治原則和根本政治責(zé)任。
黨的中央紀(jì)律檢查委員會(國家監(jiān)察委員會)在黨中央領(lǐng)導(dǎo)下進行工作,履行黨的最高紀(jì)律檢查機關(guān)(國家最高監(jiān)察機關(guān))職責(zé)。黨的地方各級紀(jì)律檢查委員會和基層紀(jì)律檢查委員會在同級黨的委員會和上級紀(jì)律檢查委員會雙重領(lǐng)導(dǎo)下進行工作。黨的中央紀(jì)律檢查委員會與國家監(jiān)察委員會合署辦公,黨的地方各級紀(jì)律檢查委員會與地方各級監(jiān)察委員會合署辦公,實行一套工作機構(gòu)、兩個機關(guān)名稱,履行黨的紀(jì)律檢查和國家監(jiān)察兩項職責(zé),實現(xiàn)紀(jì)委監(jiān)委領(lǐng)導(dǎo)體制和工作機制的統(tǒng)一融合,集中決策、一體運行,堅持紀(jì)嚴(yán)于法,執(zhí)紀(jì)執(zhí)法貫通。
黨的各級紀(jì)律檢查委員會圍繞實現(xiàn)黨章賦予的任務(wù),堅持聚焦主責(zé)主業(yè),履行監(jiān)督、執(zhí)紀(jì)、問責(zé)職責(zé)。黨的中央紀(jì)律檢查委員會國家監(jiān)察委員會、地方各級紀(jì)律檢查委員會監(jiān)察委員會向同級黨和國家機關(guān)全面派駐紀(jì)檢監(jiān)察組,按照規(guī)定可以向國有企業(yè)、事業(yè)單位等其他組織和單位派駐紀(jì)檢監(jiān)察組。派駐機構(gòu)是派出它的黨的紀(jì)律檢查委員會監(jiān)察委員會的組成部分,由派出機關(guān)直接領(lǐng)導(dǎo)、統(tǒng)一管理。
