Organization Department Under the Party Committee
According to the Regulations of the CPC on the Organizational Work, the Party's Central Committee and local committees all have an organization department under them. The Party organizations in the Party and state organs, people's organizations, SOEs, and public institutions also have bodies with similar functions or special posts in charge of the organizational work.
The Organization Department of the Party's Central Committee guides local organization departments at all levels, and higher-level organization departments guide those at lower levels.
The main duties of the organization departments are:
? to implement the line, principles, policies, decisions, and plans regarding the Party's organizational work, enact and draft intra-Party regulations and normative documents on the organizational work in line with their respective powers and division of work, and ensure implementation of the organizational institutions;
? to study important theoretical and practical issues in relation to the organizational work and make policy suggestions for improving relevant systems and mechanisms as decision-making references for the Party's Central Committee and the Party committees they belong to;
? to build the Party's organizational system and improve the primary-level Party organizations and the ranks of Party members;
? to exercise unified management of the officials and make recommendations related to the leading bodies in line with their respective powers and division of work;
? to guide and coordinate personnel work and maintain contact with the personnel;
? to exercise unified management of public servants and retired officials;
? to exercise unified management of the office of the staffing commission;
? to fulfill other tasks entrusted by the Party's Central Committee and the Party committees they belong to.
Generally, the Party's Central Committee convenes a national meeting once every five years to make plans for the organizational work.
黨委組織部
《中國(guó)共產(chǎn)黨組織工作條例》指出，黨中央以及地方黨委設(shè)置組織部，各級(jí)黨政機(jī)關(guān)、人民團(tuán)體、國(guó)有企業(yè)和事業(yè)單位黨組織設(shè)置組織工作機(jī)構(gòu)或者專(zhuān)職工作崗位，專(zhuān)門(mén)負(fù)責(zé)組織工作。中央組織部指導(dǎo)各級(jí)組織部門(mén)工作，上級(jí)組織部門(mén)指導(dǎo)下級(jí)組織部門(mén)工作。
黨委組織部的主要職責(zé)是：在黨中央以及本級(jí)黨委領(lǐng)導(dǎo)下，具體負(fù)責(zé)落實(shí)黨的組織工作路線(xiàn)方針政策和決策部署，按照權(quán)限和分工制定、起草組織工作黨內(nèi)法規(guī)和規(guī)范性文件，推進(jìn)組織制度貫徹落實(shí)；研究組織工作重要理論和實(shí)踐問(wèn)題，提出完善制度機(jī)制的政策建議，為黨中央以及本級(jí)黨委決策提供參考；負(fù)責(zé)黨的組織體系建設(shè)，加強(qiáng)基層黨組織和黨員隊(duì)伍建設(shè)；負(fù)責(zé)干部工作和干部隊(duì)伍的統(tǒng)一管理，按照干部管理權(quán)限和分工負(fù)責(zé)領(lǐng)導(dǎo)班子建設(shè)的有關(guān)具體工作；負(fù)責(zé)人才工作的指導(dǎo)協(xié)調(diào)和人才的聯(lián)系服務(wù)；負(fù)責(zé)公務(wù)員工作的統(tǒng)一管理；負(fù)責(zé)離退休干部工作的統(tǒng)一管理；統(tǒng)一管理機(jī)構(gòu)編制委員會(huì)辦公室；完成黨中央以及本級(jí)黨委交辦的其他任務(wù)。
黨中央一般每五年召開(kāi)一次全國(guó)組織工作會(huì)議，對(duì)一個(gè)時(shí)期的組織工作作出全面部署。
