Residents have long complained that the sanitary condition in public toilets is not satisfactory, and people, even if desperate, often have to wait in line.

The congress suggests the Guangzhou government enhance inspection and legislate to solve the problem. What's more, they advocate that the design of these life-saving facilities should make people comfortable.

The local administration says the problem is that the construction and management of public toilets have lagged behind the city's expansion. However, it promises to build more toilets and improve the management of existing ones.
