Brief review of China's political progress in recent years

- The political report at the 16th CPC National Congress in 2002 officially identified the political civilization as the fundamental objective of the CPC and the Chinese government together with material and ethical progress. 

- The political report at the 15th Party Congress in 1997 identified the objective of building a socialist country by rule of law for the first time. Later on, the objective was written into the Constitution. The CPC's political objective was turned out to be the country's political objective.

- The CPC Central Committee proposed a motion to the National People's Congress in 2003, in order to amend the Constitution. The motion was to make the "the nation protects citizens' private property" one of the articles in Constitution and it finally was passed in 2004. On March 16, the widely discussed Property Law was passed, which clearly states, "The state, collective and private properties are protected by law and must not be violated by any entity and individual." It means the country will invest the same effort into protection of citizen's private property as the public property.

- The National People's Congress and its Standing Committee passed 400 laws and decisions related to legal issues from 1979 to 2005. The State Council promulgated over 650 administrative rules and regulations while local people's congresses and their standing committees promulgated more than 7,500 local rules and regulations during the same period.
