State-Owned Enterprises
State-owned enterprises (SOEs) are a material and political foundation of socialism with Chinese characteristics. They are the backbone of the Party's endeavors to govern and rejuvenate China.
Owned by the whole people, the SOEs play an important role in China's drive for modernization and in guaranteeing the people's common interests.
Since China launched reform and opening up in the late 1970s, the SOEs have made consistent progress in reform and growth. They have adapted well to the market economy, with notable improvements in operations and profits. This has made significant contributions to China's economic and social development, to the people's wellbeing, to the opening of international markets, and to the increase of China's composite national strength.
In line with the Guidance on the Definition and Classification of SOE Functions, jointly issued by the SASAC, the Ministry of Finance, and the National Development and Reform Commission, the SOEs can be divided into two types based on the scope of their main operations and core business: commercial SOEs and public-interest SOEs.
國有企業
國有企業是中國特色社會主義的重要物質基礎和政治基礎,是黨執政興國的重要支柱和依靠力量。國有企業屬于全民所有,是推進國家現代化、保障人民共同利益的重要力量。改革開放以來,國有企業改革發展不斷取得重大進展,總體上已經同市場經濟相融合,運行質量和效益明顯提升,為推動經濟社會發展、保障和改善民生、開拓國際市場、增強國家綜合實力作出了重大貢獻。
按照國資委、財政部、國家發改委印發的《關于國有企業功能界定與分類的指導意見》,以主營業務和核心業務范圍為依據,國有企業可界定為商業類和公益類。
