Commercial SOEs
Commercial SOEs are tasked with boosting the state-owned economy, augmenting the functions of state capital, and maintaining and increasing the value of state assets. They conduct commercial operations in line with market demand and manage independent production and business activities in accordance with the law, to ensure that they can survive in a competitive market or they are wound up in an orderly manner.
There are three types of commercial SOEs: those operating in fully competitive industries and fields; those undertaking major tasks or engaging in important industries and key fields that have a bearing on national security and the economy; those operating in natural monopoly industries.
商業類國有企業
商業類國有企業以增強國有經濟活力、放大國有資本功能、實現國有資產保值增值為主要目標,按照市場化要求實行商業化運作,依法獨立自主開展生產經營活動,實現優勝劣汰、有序進退。
商業類國有企業可進一步細分為三種不同情況:主業處于充分競爭行業和領域的商業類國有企業;主業處于關系國家安全、國民經濟命脈的重要行業和關鍵領域、主要承擔重大專項任務的商業類國有企業;處于自然壟斷行業的商業類國有企業。
