Xi Jinping Thought on Strengthening the Military

Xi Jinping thought on strengthening the military is an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It represents the latest development of the military philosophy of the Communist Party of China (CPC), and provides a guideline for a unique Chinese approach to strengthening national defense and building a strong, modern military.

Since the 18th CPC National Congress held in November 2012, the Central Committee with Xi Jinping at its core has been making theoretical and practical efforts to identify what kind of military to be built in order to respond to the new realities in the new era and help make the great Chinese Dream of national renewal come true, and what steps should be taken to build such a military. The outcome of these discussions has come to be known as Xi Jinping thought on strengthening the military, the main pillars of which embody the "Ten-point Guidelines" illustrated by Xi at an important meeting on military affairs after the 19th CPC National Congress. These guidelines emphasize the need for further development and reform of the military in the new era to step up its military preparedness in various aspects.

In May 2019, the Political Work Department of the Central Military Commission (CMC) issued a study guide designed to foster the understanding of Xi Jinping thought on strengthening the military, which calls for:

building a people's military that obeys the Party's command, is able to fight and win, and maintains excellent conduct;

upholding the Party's absolute leadership over the military;

strengthening political awareness;

encouraging new thinking and developing sound strategies to ensure that the military is able to win wars;

pursuing reform and encouraging innovation, which are key to its strength;

strengthening law-based governance;

improving modern logistic service;

upgrading weaponry and equipment;

bolstering integrated strategic capabilities;

strengthening the Party development within the armed forces;

enhancing military leadership development and talent building; and

enforcing ethics and discipline, and stamping out corruption.

Xi Jinping thought on strengthening the military guides our efforts to strengthen national defense and the military with impressive results and profound changes unprecedented in history. It provides a new understanding of how the CPC should best play its role in this area, including how to improve military preparedness and update its war doctrine, and raise China's Marxist military theory to new heights.

At the 19th National Congress in October 2017, the CPC decided to write Xi Jinping thought on strengthening the military in the CPC Constitution as the guiding principle for defense and military development.

習近平強軍思想，是習近平新時代中國特色社會主義思想的重要組成部分，是中國共產黨軍事指導理論的最新成果，是堅持走中國特色強軍之路、全面推進國防和軍隊現代化的行動綱領。

中國共產黨第十八次全國代表大會以來，以習近平同志為核心的黨中央，著眼于實現中華民族偉大復興的中國夢，圍繞新時代建設一支什么樣的強大人民軍隊、怎樣建設強大人民軍隊，帶領全軍深入進行理論探索和實踐創造，形成了習近平強軍思想。在中國共產黨第十九次全國代表大會后軍隊一次重要會議上，習近平闡述了“十個明確”。這“十個明確”涵蓋新時代軍隊建設、改革和軍事斗爭準備各領域各方面，構成了習近平強軍思想的主要內容。2019年5月，中央軍委政治工作部印發《習近平強軍思想學習綱要》，圍繞強國必須強軍，建設一支聽黨指揮、能打勝仗、作風優良的人民軍隊，堅持黨對人民軍隊的絕對領導，抓思想政治建設一刻也不能放松，與時俱進創新軍事戰略指導，軍隊要能打仗、打勝仗，掌握強軍打贏的科學方法論，改革是決定我軍發展壯大、制勝未來的關鍵一招，建設創新型人民軍隊，提高國防和軍隊建設法治化水平，建設強大的現代化后勤，把武器裝備建設搞得更好一些、更快一些，構建一體化的國家戰略體系和能力，全面加強新時代軍隊黨的建設，努力培養造就能夠擔當強軍重任的高素質干部和人才隊伍，堅定不移正風肅紀、反腐懲惡等重大思想觀點進行了全面闡釋。

習近平強軍思想，引領中國國防和軍隊建設取得歷史性成就、發生歷史性變革，把中國共產黨對國防和軍隊建設規律、軍事斗爭準備規律、戰爭指導規律的認識提升到新高度，開拓了當代中國馬克思主義軍事理論和軍事實踐發展新境界。2017年10月，中國共產黨第十九次全國代表大會確立了習近平強軍思想在國防和軍隊建設中的指導地位，并將其寫入中國共產黨黨章。
