The Party's Goal of Building a Strong Military in the New Era
Xi Jinping frames the goal of building a strong military in the new era as part of his vision for realizing the Chinese Dream of national renewal.
The CPC has succeeded in guiding the people's armed forces through various historical periods by setting new requirements for their missions in response to a changing context.
Addressing the plenary meeting of the People's Liberation Army (PLA) delegates to the first session of the 12th National People's Congress (NPC) on March 11, 2013, Xi Jinping outlined the goal of building a people's military that obeys the Party's command, is able to fight and win, and maintains excellent conduct.
He reaffirmed this imperative in his report to the Party's 19th National Congress, and added that we should build the people's forces into world-class forces. Specifically, he emphasized the importance of the Party's absolute leadership over the military, which is the soul of the military and determines its political direction, the need to improve its combat capabilities which is its fundamental function, and the need to strengthen discipline and ethics so as to ensure that it stays true to its nature, purpose and character. The goal is to create a world-class military capable of effectively defending the national security and exerting global influence by the mid-21st century, coinciding with China's effort to build a strong country.
黨在新時代的強軍目標
習近平著眼實現中華民族偉大復興中國夢提出新時代軍隊建設目標。
在各個歷史時期，中國共產黨都根據形勢任務的變化，明確提出人民軍隊建設發展的目標要求，引領軍隊建設不斷向前發展。2013年3月11日，習近平在十二屆全國人大一次會議解放軍代表團全體會議上，將建設一支聽黨指揮、能打勝仗、作風優良的人民軍隊確立為強軍目標。2017年10月18日，習近平在中國共產黨第十九次全國代表大會的報告中指出，黨在新時代的強軍目標是建設一支聽黨指揮、能打勝仗、作風優良的人民軍隊，把人民軍隊建設成為世界一流軍隊。聽黨指揮是靈魂，決定軍隊建設的政治方向；能打勝仗是核心，反映軍隊的根本職能和軍隊建設的根本指向；作風優良是保證，關系軍隊的性質、宗旨、本色。到本世紀中葉，把人民軍隊全面建成世界一流軍隊，這就是建成同我國強國地位相稱、能夠全面有效維護國家安全、具備強大國際影響力的世界一流軍隊。
