Discontinuing the Military's Income-Generating Services
At a meeting on reform in November 2015 the CMC decided to discontinue all income-generating services in the military. In February 2016 the CMC issued an official circular banning all income-generating activities within the military and the PAP. In May 2018 the General Office of the Central Committee, the General Office of the State Council, and the General Office of the CMC issued the guidelines for discontinuing income-generating activities in the military, mandating a complete end to all public-oriented, for-profit activities within the PLA and the PAP at all levels and their affiliated institutions. As of June 2018, such activities across 15 industries, including real estate leasing, agricultural production, and hospitality, had been discontinued. More than 100,000 income-generating service entities were closed before specified deadlines. The goal of separating the military from business has basically been achieved.
軍隊全面停止有償服務
2015年11月，中央軍委召開改革工作會議，決定軍隊全面停止開展對外有償服務。2016年2月中央軍委印發《關于軍隊和武警部隊全面停止有償服務活動的通知》，2018年5月中共中央辦公廳、國務院辦公廳、中央軍委辦公廳印發《關于深入推進軍隊全面停止有償服務工作的指導意見》，確定到2018年年底前，全面停止解放軍和武警部隊各級機關、部隊及其所屬事業單位開展的一切以營利為目的、單純為社會提供服務的項目。截至2018年6月，軍隊各級機關、部隊及其所屬事業單位從事的房地產租賃、農副業生產、招接待等15個行業的有償服務活動基本停止，超過10萬個有償服務項目按期停止，軍隊不從事經營活動的目標基本實現。
