Veteran Affairs Management and Veteran Support
Veterans are valuable to the Party and the state. Since the founding of the People's Republic in 1949, 57 million people have been demobilized from the PLA and the PAP. Veteran affairs management and veteran support include:
development of a culture that holds veterans in high regard and rewards them for their dedication and contribution to the Party, the nation and the people;
assistance to demobilized or retired officers and honorably discharged military personnel to ensure their smooth transition to civilian life, including provision of job placement services, assistance with choosing jobs, and benefits support services;
education, occupational training, preferential policies, compensation and benefits management;
engagements by government agencies at all levels to support the military and military families; and
military family and military service appreciation and award programs, maintenance of military cemeteries, and organization of commemoration events.
In his report to the 19th CPC National Congress, Xi Jinping emphasized the importance of establishing veteran support mechanisms and protecting the legitimate rights and interests of military personnel and their families to ensure that military careers are respected in society.
In accordance with the outcome document of the Third Plenary Session of the 19th CPC Central Committee and the State Council organizational reform plan adopted by the 13th NPC at its first session, the Ministry of Veterans Affairs was established under the State Council in March 2018. The move is key to creating a unified veteran support system with well-defined responsibilities.
退役軍人管理保障
退役軍人是黨和國家的寶貴財富。新中國成立后，解放軍和武警部隊先后有5700余萬人退出現(xiàn)役。退役軍人管理保障，主要包括褒揚彰顯退役軍人為黨、國家和人民犧牲奉獻的精神風(fēng)范和價值導(dǎo)向，軍隊轉(zhuǎn)業(yè)干部、復(fù)員干部、退休干部、退役士兵的移交安置工作和自主擇業(yè)退役軍人服務(wù)管理、待遇保障工作，退役軍人教育培訓(xùn)、優(yōu)待撫恤等工作，全國擁軍優(yōu)屬工作，烈士及退役軍人榮譽獎勵、軍人公墓維護以及紀念活動。習(xí)近平在中國共產(chǎn)黨第十九次全國代表大會的報告中強調(diào)，組建退役軍人管理保障機構(gòu)，維護軍人軍屬合法權(quán)益，讓軍人成為全社會尊崇的職業(yè)。按照中國共產(chǎn)黨十九屆三中全會《決定》和中華人民共和國十三屆全國人大一次會議批準的國務(wù)院機構(gòu)改革方案，2018年3月組建退役軍人事務(wù)部，作為國務(wù)院組成部門。這對建立健全集中統(tǒng)一、職責(zé)清晰的退役軍人管理保障體制具有重要意義。
