The Military Legal System with Chinese Features
China's unique military legal system consists of a set of laws and regulations applicable to the military, along with enforcement mechanisms, oversight mechanisms, and legal protection and support services. The system must be guided by the Party's goal of building a strong military in the new era. Measures include:
developing a systematic and enforceable legal framework specifically relevant to the military;
developing accountability mechanisms, strengthening law enforcement and improving procedures of law-based governance;
coordinating oversight functions, including inner-Party oversight functions, the military's oversight mechanisms at different levels, and public scrutiny, to ensure effectiveness; and
developing theories, professionals, and a cultural environment in favor of an enhanced military legal system.
中國特色軍事法治體系
中國特色軍事法治體系，包括軍事法規制度體系、軍事法治實施體系、軍事法治監督體系、軍事法治保障體系。構建完善中國特色軍事法治體系，必須用黨在新時代的強軍目標審視和引領軍事立法，提高軍事法規制度的針對性、系統性、操作性；必須明確執法責任，完善執法制度，健全依法運轉的工作機制；必須綜合運用黨內監督、層級監督、專門監督、群眾監督、社會監督，形成嚴密有效的監督體系；必須加強軍事法治理論建設、軍事法律人才隊伍建設、軍事法治文化建設。
