Areas Crucial to China's Overseas Interests
The concept of areas crucial to China's overseas interests was laid out in the 2015 white paper China's Military Strategy. With China's growing global involvement, protection of overseas interests has become an important issue that should be dealt with as part of China's military strategy.
Increasing openness has led to increasing vulnerabilities for China's overseas interests, including energy resources, strategic passageways, China's overseas entities, assets, and nationals. Naval escorts, evacuation of overseas Chinese nationals, HADR operations, and cooperation in areas crucial to China's overseas interests have thus become an important part of the military's mission to protect national interests and fulfill China's international obligations.
Protection of China's interests abroad is key to ensuring sustained national development in a globalized world. It also contributes to world and regional security and stability. Cooperation in areas crucial to China's overseas interests is not intended to exclude or target anyone, nor is it an attempt to seek spheres of influence or pursue military expansion.
海外利益攸關(guān)區(qū)
海外利益攸關(guān)區(qū)是指與海外利益存在客觀密切聯(lián)系的區(qū)域。2015年5月，中國(guó)發(fā)表《中國(guó)的軍事戰(zhàn)略》白皮書(shū)，提出“海外利益攸關(guān)區(qū)”概念。隨著中國(guó)國(guó)家利益的拓展，維護(hù)海外利益安全已經(jīng)成為軍事戰(zhàn)略高度關(guān)注的重要問(wèn)題。在中國(guó)不斷擴(kuò)大全方位對(duì)外開(kāi)放的過(guò)程中，中國(guó)海外能源資源、戰(zhàn)略通道安全和海外機(jī)構(gòu)、人員、資產(chǎn)安全問(wèn)題日益凸顯，開(kāi)展海上護(hù)航、撤離海外公民、應(yīng)急救援等海外行動(dòng)和海外利益攸關(guān)區(qū)安全合作，成為中國(guó)軍隊(duì)維護(hù)國(guó)家利益和履行國(guó)際義務(wù)的重要方式。維護(hù)中國(guó)海外利益，是全球化時(shí)代保障國(guó)家可持續(xù)發(fā)展的需要，也有利于維護(hù)世界和地區(qū)安全穩(wěn)定。中國(guó)的海外利益攸關(guān)區(qū)沒(méi)有排他性和對(duì)抗性，不謀求劃分勢(shì)力范圍和軍事擴(kuò)張。
