| 第三章 黨的中央組織 | Chapter III Central Organizations of the Party |
| 第十八條 黨的全國代表大會(huì)每五年舉行一次，由中央委員會(huì)召集。中央委員會(huì)認(rèn)為有必要，或者有三分之一以上的省一級(jí)組織提出要求，全國代表大會(huì)可以提前舉行；如無非常情況，不得延期舉行。 | Article 18. The National Congress of the Party is held once every five years and convened by the Central Committee. It may be convened before the normally scheduled date if the Central Committee deems it necessary or if more than one third of the organizations at the provincial level so request. Except under extraordinary circumstances, the Congress may not be postponed. |
| 全國代表大會(huì)代表的名額和選舉辦法，由中央委員會(huì)決定。 | The number of delegates to the National Congress of the Party and the procedure governing their election shall be determined by the Central Committee. |
| 第十九條 黨的全國代表大會(huì)的職權(quán)是： | Article 19. The functions and powers of the National Congress of the Party are as follows: |
| （一）聽取和審查中央委員會(huì)的報(bào)告； | 1) To hear and examine the reports of the Central Committee; |
| （二）聽取和審查中央紀(jì)律檢查委員會(huì)的報(bào)告； | 2) To hear and examine the reports of the Central Commission for Discipline Inspection; |
| （三）討論并決定黨的重大問題； | 3) To discuss and decide on major questions concerning the Party; |
| （四）修改黨的章程； | 4) To revise the Constitution of the Party; |
| （五）選舉中央委員會(huì)； | 5) To elect the Central Committee; and |
| （六）選舉中央紀(jì)律檢查委員會(huì)。 | 6) To elect the Central Commission for Discipline Inspection. |
| 第二十條 黨的全國代表會(huì)議的職權(quán)是：討論和決定重大問題；調(diào)整和增選中央委員會(huì)、中央紀(jì)律檢查委員會(huì)的部分成員。調(diào)整和增選中央委員及候補(bǔ)中央委員的數(shù)額，不得超過黨的全國代表大會(huì)選出的中央委員及候補(bǔ)中央委員各自總數(shù)的五分之一。 | Article 20. The powers and functions of the National Conference of the Party are as follows: to discuss and make decisions on major questions; and to replace members and elect additional members of the Central Committee and the Central Commission for Discipline Inspection. The number of members and alternate members of the Central Committee to be replaced or newly elected shall not exceed one fifth of the respective totals of members and alternate members of the Central Committee elected by the National Congress of the Party. |
| 第二十一條 黨的中央委員會(huì)每屆任期五年。全國代表大會(huì)如提前或延期舉行，它的任期相應(yīng)地改變。中央委員會(huì)委員和候補(bǔ)委員必須有五年以上的黨齡。中央委員會(huì)委員和候補(bǔ)委員的名額，由全國代表大會(huì)決定。中央委員會(huì)委員出缺，由中央委員會(huì)候補(bǔ)委員按照得票多少依次遞補(bǔ)。 | Article 21. The Central Committee of the Party is elected for a term of five years. However, when the next National Congress is convened before or after its normally scheduled date, the term shall be correspondingly shortened or extended. Members and alternate members of the Central Committee must have a Party standing of five years or more. The number of members and alternate members of the Central Committee shall be determined by the National Congress. Vacancies on the Central Committee shall be filled by its alternate members in the order of the number of votes by which they were elected. |
| 中央委員會(huì)全體會(huì)議由中央政治局召集，每年至少舉行一次。中央政治局向中央委員會(huì)全體會(huì)議報(bào)告工作，接受監(jiān)督。 | The Central Committee of the Party meets in plenary session at least once a year, and such sessions are convened by its Political Bureau. The Political Bureau reports its work to these sessions and accepts their oversight. |
| 在全國代表大會(huì)閉會(huì)期間，中央委員會(huì)執(zhí)行全國代表大會(huì)的決議，領(lǐng)導(dǎo)黨的全部工作，對(duì)外代表中國共產(chǎn)黨。 | When the National Congress is not in session, the Central Committee carries out its resolutions, directs the entire work of the Party and represents the Communist Party of China in its external relations. |
| 第二十二條 黨的中央政治局、中央政治局常務(wù)委員會(huì)和中央委員會(huì)總書記，由中央委員會(huì)全體會(huì)議選舉。中央委員會(huì)總書記必須從中央政治局常務(wù)委員會(huì)委員中產(chǎn)生。 | Article 22. The Political Bureau, the Standing Committee of the Political Bureau and the General Secretary of the Central Committee of the Party are elected by the Central Committee in plenary session. The General Secretary of the Central Committee must be a member of the Standing Committee of the Political Bureau. |
| 中央政治局和它的常務(wù)委員會(huì)在中央委員會(huì)全體會(huì)議閉會(huì)期間，行使中央委員會(huì)的職權(quán)。 | When the Central Committee is not in session, the Political Bureau and its Standing Committee exercise the functions and powers of the Central Committee. |
| 中央書記處是中央政治局和它的常務(wù)委員會(huì)的辦事機(jī)構(gòu)；成員由中央政治局常務(wù)委員會(huì)提名，中央委員會(huì)全體會(huì)議通過。 | The Secretariat of the Central Committee is the working body of the Political Bureau of the Central Committee and its Standing Committee. The members of the Secretariat are nominated by the Standing Committee of the Political Bureau of the Central Committee and are subject to endorsement by the Central Committee in plenary session. |
| 中央委員會(huì)總書記負(fù)責(zé)召集中央政治局會(huì)議和中央政治局常務(wù)委員會(huì)會(huì)議，并主持中央書記處的工作。 | The General Secretary of the Central Committee is responsible for convening the meetings of the Political Bureau and its Standing Committee and presides over the work of the Secretariat. |
| 黨的中央軍事委員會(huì)組成人員由中央委員會(huì)決定。 | The members of the Military Commission of the Central Committee are decided on by the Central Committee. |
| 每屆中央委員會(huì)產(chǎn)生的中央領(lǐng)導(dǎo)機(jī)構(gòu)和中央領(lǐng)導(dǎo)人，在下屆全國代表大會(huì)開會(huì)期間，繼續(xù)主持黨的經(jīng)常工作，直到下屆中央委員會(huì)產(chǎn)生新的中央領(lǐng)導(dǎo)機(jī)構(gòu)和中央領(lǐng)導(dǎo)人為止。 | The central leading bodies and leaders elected by each Central Committee shall, when the next National Congress is in session, continue to preside over the Party's day-to-day work until the new central leading bodies and leaders are elected by the next Central Committee. |
| 第二十三條 中國人民解放軍的黨組織，根據(jù)中央委員會(huì)的指示進(jìn)行工作。中央軍事委員會(huì)的政治工作機(jī)關(guān)是中國人民解放軍總政治部，總政治部負(fù)責(zé)管理軍隊(duì)中黨的工作和政治工作。軍隊(duì)中黨的組織體制和機(jī)構(gòu)，由中央軍事委員會(huì)作出規(guī)定。 | Article 23. Party organizations in the Chinese People's Liberation Army carry on their work in accordance with the instructions of the Central Committee. The political work organ of the Military Commission of the Central Committee is the General Political Department of the Chinese People's Liberation Army; the General Political Department directs Party and political work in the army. The organizational system and organs of the Party in the armed forces are prescribed by the Military Commission of the Central Committee. |
