The State Council Information Office of the People's Republic of China (SCIO) was established in January 1991.

The SCIO's main responsibility is to assist news media in presenting aspects of China to the world, including its domestic and foreign policies, economic and social development, and its history, science, technology, education and culture, by coordinating reports for both domestic and foreign journalists, organizing news conferences, and providing books, information, television and film products about China. In addition, it assists foreign journalists working in China, in presenting a true and objective China to the world. It also communicates with other government departments, countries, and foreign news agencies.

In order to present an up-to-date world to a Chinese audience, it also helps the Chinese media carry out real and accurate reporting on world economy, science, technology and culture.

The SCIO's goal is to promote communication, cooperation and mutual trust between China and the world. To facilitate news reporting, it aims to play a constructive role in ensuring world peace and stability, and human progress.

SCIO's responsibilities include:

? Helping the Chinese media introduce the country to the world; guiding and coordinating reports for foreign audiences;

? Introducing Chinese government policies and guidelines, and the country's economic and social development;

? Helping the Chinese media carry out real and accurate reporting on world politics, economy, and science and technology;

? Organizing news conferences by various government departments;

? Compiling and publishing white papers for the Chinese government; clarifying its principal stance and major policies;

? Guiding news reports at provincial information offices throughout the country; providing help for Hong Kong, Macao and Taiwan journalists;

? Cooperating with foreign news agencies, providing help for foreign journalists;

? Receiving important delegations and personal visits;

? Providing information on the development of Chinese human rights, and promoting foreign exchanges and cooperation on this field;

? Introducing the development of Tibet; organizing interviews and exchange activities in Tibet;

? Organizing inter-departmental and trans-regional cultural exchange activities; publishing and producing books, audio recordings, videotapes, and television and film productions.
