The third chapter is about the 'Spatial distribution', Which is generalized into "one axis", "two cores" and "two wings". 'One axis' includes six cites along the river, namely, Anqing, Chizhou, Tongling, Chaohu, Wuhu, Maanshan; "Two cores" refers to Hefei and Wuhu; 'Two wings' includes Chuzhou and Xuancheng city. At the same time, The Plan makes general arrangements for constructing modern city system and realizing the interaction between industry and city.

The Forth chapter is about the construction of demonstration zone. The Plan will use three approaches to achieve it. The first is to upgrade the present development zones, to alternate the zones into an important platform. The sixth chapter is the upgrading of industrial innovation: which includes promoting the industry to undertake innovation, cultivating and developing innovation-oriented enterprises, promotion of industrial technology innovation, building innovative platform to facilitate innovation, creating the innovative service system, optimizing the environment for innovation, supporting the construction of Hefei-Wuhu-Bengbu comprehensive independent innovative experimental zones, improving independent innovative mechanisms.

The seventh chapter is about the infrastructure construction. Build sound environment of equal competition, energetically developing private economy, strengthening the social management and service, perfecting the social security system. Vigorously promoting the vocational education, enhancing the service of talent development and employment. Reforming the household registration system.
