In order to carry out the instruction of General Secretary, National Development and Reform Commission, along with related departments of the State Council and Anhui province, activated the task of drawing up the plan in February 2008. After careful study, corrections and hearing the experts, the working team formed the first draft of plan in July. Afterwards, leaded by the National Development and Reform Commission, other departments constitute the research and study group to make extensive investigation and consultation in Wanjiang River Area. In late August, the opinions of 27 departments of the State Council, of Anhui provincial government, of two provinces and one city in Yangtze River Delta Area were considered and put into the revised draft. Then the final draft for deliberation was submitted to the State Council in October. In January 12, 2010, the planning was replied with approval.

2. The Significance of Establishing Demonstration Zone

A. The establishing of demonstration zone complies with the objective demands for undertaking industrial relocation and forming new undertaking modes. In the new century, the industrial relocation scale is becoming increasingly bigger and the investment-inviting has made enormous improvements. However, the low quality of relocation, the mediocre play of comparative advantages, the duplication of similar project and vicious competition made negative effects on the sustainable developments. In order to solve the above problems, the country should choose key areas, to guide them and to explore the new modes of scientific relocation, in order to facilitate the relocation and make demonstrations for other areas.

B. The establishment of demonstration zone is an essential method to speed up the rise of central China and to accelerate the balanced development among regions. After scientific industrial relocations, the agents of production flow rationally, then the comparative advantages of central China could be optimized. Through those, the factors of development could be gathered to expand the industry scale. Meanwhile, it has such merits as follows: sparing more development space for eastern cities, propelling the upgrading of the industrial structure, improving the quality of development, enhancing the competitiveness, making better role of radiating and leading the development of Midwest region. Finally, the new pattern based on good interaction between central, western and eastern China, complementing one another, mutual promotion and cooperative development, will come into being.

C. The establishment of demonstration zone is the actual requirement for making full use of favorable factors of Wanjiang River Areas and achieving sound and fast development. Wanjiang River Areas has relatively sound foundations and conditions. With the industrial relocation of big scale and active participation in the division of works in the Pan-Yangtze River Delta Area, it is favorable for Anhui to accelerate the construction of modern industrial system, to shift the modes of development, to promote the economic transition and urbanization, and to achieve the great-leap-forward development. Through the establishment of demonstration zone, the economic scale in those areas will continue to expand, and more contribution to the economic development of Anhui province will be exerted.

D. The establishment of demonstration zone is a significant act to cope with complicated and changeable international economic situation, and to maintain steady, fast and sound development of economy. Through the orderly industrial relocation, the government could optimize the industrial pattern, steadily enlarge the employment, excite the domestic demands and open up space of development, provide impetus for economic development. Thus, Anhui could cope with financial crisis more effectively, to ensure the growth of economy and employment, and to lay a solid foundation for sustainable development.

3. The Key Content of the Plan

"Relocation" and "demonstration" are the two keywords of the Plan, which is based on the reality of Anhui with strategic perspective of coordinating development. We will abide by the principle of high starting point, wide vision, new thought, to have scientific relocation, innovative relocation, win-win cooperation, in order to achieve the goal of accelerating relocation, development and innovation.

The area in the Plan comprises 59 counties (cities, districts): 9 cities of Hefei, Wuhu, Ma`anshan, Tongling, Anqing, Chizhou, Chaohu, Chuzhou,Xuancheng and Shucheng County and Jin`an district in Lu`an, linking the Yangtze River Delta Area and radiating whole Anhui province. In 2008, the GDP here is 581.8 billion Yuan, accounting for 45% of Anhui. The population here is 30.58 million, accounting for 66% of Anhui. The target planned period is from 2009 to 2015 while the significant issue will be extended to 2020.

The first chapter is about the background and role of the Plan and elaborating the necessity, urgency and the feasibility of the Plan.

The second chapter is about the general requirements and goals. There are "Six Endeavors", "Four Principals", "Four Strategic Orientations" and "Five Objectives".
