The Democratic People's Republic of Korea (DPRK) said on Wednesday that it did not fire shots to the disputed western sea border and the sound of "shelling" was actually explosions for construction work, the official news agency KCNA reported on Thursday.

According to the KCNA, the head of the DPRK delegation for the north-south military talks told the KCNA that the north launched normal explosions for construction work at South Hwanghae province near "the five islands of the West Sea" on Wednesday.

That the S. Korean military faked that the north fired shots and tried to take military counter-measure was an anti-DPRK plot to destroy the recent atmosphere for dialogue on Korean Peninsula and the surrounding area and deteriorate the north-south relations to the state of confrontation and conflict, said the head of the DPRK delegation.

The south smeared the normal explosion in the peaceful construction of the DPRK as shelling "provocation" was the continuance of the "Chenon" case faked by it and the Yonphyong shelling incident which is also ignited by it, he said.

The real intention of the S. Korean authorities was to create excuse for the Ulji Freedom Guardian joint military exercises and for the aggression war against the north at anytime, he added.

The official said the army and people of the DPRK will smash the various plots of the anti-DPRK reactionaries and continue making efforts to improve north-south relations and realize national peace and unification.

The Panmunjom Mission of the Korean People's Army (KPA) issued an open letter to U.S. and S. Korean Authorities on Aug. 7 demanding the cancelation of the Ulji Freedom Guardian joint military exercises scheduled for August 16-26. The DPRK shelled a South Korean island near the disputed sea border last November, killing four South Koreans. Pyongyang said the incident was provoked by a drill of Seoul.

The DPRK and S. Korea have dispute on the borderline in the West Sea of Korea. The S. Korea unilaterally set a "north border" between the five islands of the West Sea and the west coastline of the DPRK, who never recognize this border. The warships of the two sides have exchanged fire for three times in 1999, 2002 and 2009.
