China, Russia continue to enjoy advanced ties

China and Russia enjoy a strong partnership that precludes any need or desire for competition, a senior Moscow official said at the conclusion of a state visit in Beijing on Tuesday.

"We should make use of our complementary economies and continue to enhance cooperation on the basis of our traditional friendship," said Sergei Mironov, Chairman of the Russian Federation Council, wrapping up his three-day visit to China.?

Mironov made his remarks when meeting reporters after talks with President Hu Jintao and Premier Wen Jiabao on Tuesday.

Mironov met top legislator Wu Bangguo on Monday during the fourth meeting of the cooperation committee of the National People's Congress (NPC) and the Russian Federation Council.

The Sino-Russian oil pipeline, the ongoing negotiations on natural gas cooperation, the start of the second phase of the development of the Tianwan Nuclear Power Plant and mutual cooperation in aerospace and biological innovations, are all prominent examples of the healthy cooperation that exists between Beijing and Moscow, said Mironov.

During their meeting, President Hu told Mironov that China, together with Russia, is willing to undertake concrete measures to implement the agreements reached, and all programs put forward during Russian President Dmitry Medvedev's earlier visit.

The Sino-Russian oil pipeline was officially launched during Medvedev's visit to China in late September, as the two sides have now signed 17 agreements - mostly in the energy sector.

Mironov said the Russian Federation Council highly values its relationship with the NPC, and will promote cooperation between the two countries in politics, the economy, energy and regional cooperation, and make new contributions to their traditional friendship.

Wen called for the two countries to infuse new momentum into their modernization paths and roles in safeguarding world peace.

Russia's RIA Novosti News Agency said that Mironov also visited Beijing to finalize a legal guarantee for the agreements signed earlier.

After the meeting between Mironov and Wu on Monday, Wu called on the two legislatures to work more closely to step up economic cooperation.

The committee was founded in September 2005.

Xing Guangcheng, an expert on Russian studies at the Chinese Academy of Social Sciences, said that Mironov's visit demonstrates the smooth communication between the parliaments of China and Russia - a factor that constitutes one of the most important dimensions of Sino-Russian relations.

Xing noted that all treaties and agreements that both countries vow to sign needed to be passed by parliaments.

"The increasing parliamentary exchanges will lay a solid legal foundation for the comprehensive development of the Sino-Russia relations," Xing said.
