Wang Zhengwei, Chairman of the People's Government of Ningxia Hui Autonomous Region, was recently interviewed by China Central Television (CCTV) for its program "Interview with China's Ministers and Provincial Governors'.

Reporter: How is this progressing?

Wang Zhengwei: We are setting up mechanisms with Arabic countries one by one and these are proceeding smoothly. Our ultimate purpose is to build Ningxia into a design center, certification center, producing center, exhibition center, and logistic distribution center of Muslim products. The products from Ningxia, even from other provinces will be able to enter Arabic and other Muslim countries through the platform. This is not only good for Ningxia, but also good for other provinces in China.

Reporter: To build Ningxia into center in so many aspects should be approved by Arabic countries. When you contact with Arabs, do they know Ningxia, and know you are from Ningxia?

Wang Zhengwei: Not much, but through Sino-Arab Economic and Trade Forum, they know there are a beautiful Ningxia and a beautiful Yinchuan in West China. They believe the condition of Ningxia is as good as Dubai's. Through ten years' development, it will continue to rise.

Commentary: In the September of 2010, the first Sino-Arab Economic and Trade Forum was held in Yinchuan, capital of Ningxia. The forum, to be held annually, includes events like meetings, commodity shows and an international halal food festival. It aims to promote all-round economic cooperation between China and Arabic countries. With efforts from both sides, the forum is becoming an important platform for all-round cooperation between China and Arab nations.

Reporter: The forum is necessary, but just to indulge in talking is not enough. Have there been other follow-up measures since the forum to promote communication.

Wang Zhengwei: The forum is just a platform. We have made a lot of preparatory work to attract merchants and lure investments. During the forum, contracts were signed involving above 200 billion yuan (about US $ 30.38 billion). It includes 85.9 billion yuan (US $ 13.05 billion) involving contract projects. We are satisfied with the achievement.

Reporter: At the mention of Ningxia, people will think it is arid and lacks rain with fragile ecological environment. What do you think the difficulties to realize a leapfrog development here?

Wang Zhengwei: When we attract merchants and lure investment, projects with a polluting potential are not approved. To perform the task of energy conservation and pollution reduction during the period of the 11th Five-Year Plan, polluting industrial sources with a total output value of more than 10 billion yuan (US $ 1.52 billion) have been controlled.

Reporter: The attraction for overseas investment is an important method in Ningxia's economic development. If some enterprises invest in Ningxia, but may create serious pollution, do you hesitate?
