What kind of school buses do we need?

Zhang Guifeng (Legal Daily): Guaranteeing the safety of students in school buses should be the first and foremost principle for establishing new standards.

We can't sacrifice safety standards for the profits of auto producers just because the U.S.-style school buses are more expensive. If so, what's the point of establishing new standards?

Some people say we shouldn't copy U.S. standards and should pay attention to reality in rural and mountainous areas. But do we have to lower the safety standards just because of the reality in rural areas? It's a fact that road construction in rural China is relatively backward, but shouldn't we increase the safety standards to make school buses safer for rural students? If the premise of safety is ignored, how can we talk about feasibility and practicality? Why should we say no to foreign advanced experience?

Cai Hui (Beijing Morning Post): Some bus producers oppose the draft with the excuse that foreign experience doesn't fit China's situation. This is quite an irresponsible attitude.

China is in a different development phase with a lower cost for human resources. And we can design safer school buses in accordance with the road conditions in different areas in the country. Why can't our safety standards surpass foreign standards with customized design based on our actual road conditions?

Foreign standards shouldn't be a benchmark for us to bargain. There shouldn't be any discount for safety standards. Life is equally valuable. When considering children's safety, we shouldn't take different development phase and national conditions as excuses.

Yang Yuze (www.qlwb.com.cn): If a school bus can't go into villages, any high standards are useless. When designing the shape of any vehicles, we should consider the market, the road conditions and the purchase capacity of the target market. Otherwise, the products are bound to be a failure.

School buses are especially designed for students. But in China, the main market for school buses is in rural areas. That's because urban students can go to nearby schools conveniently. Second, the bus system in urban districts is more advanced and safer. Finally, lower-quality and small schools have gradually been shut down and merged with bigger and better ones, making school buses a necessity for rural children.

In the last two months of 2011, five road accidents involving school buses occurred—all in rural areas, causing the death of 43 students. The safety problem of school buses in rural areas is more urgent and more serious. All those accidents tell us the key problem is the lack of standard school buses in rural areas.

In order to popularize standard school buses in rural areas, we should control the cost of school buses. Also, the standards should cater more to special needs of the road conditions of rural areas. According to the newly released draft, the new school bus is a giant vehicle, but most roads in rural areas are just 3.5 meters wide. If those giant buses go to those narrow roads, traffic jams will be a common scene in the future.

Wang Jian (www.sohu.com): There are three major flaws in the draft of the new school bus standards. First, they copy the U.S. standards without careful evaluation and consideration. Second, it pays too much attention to the improvement of safety standards of school buses and ignores the establishment of a proper school bus system. The establishment of a school bus system nationwide is far more important than pure improvements to the safety standards of school buses. The system is a social project, involving school bus technical specifications, car seat standards, bus operation and maintenance, the selection of bus drivers and management and fiscal subsidies for school buses.

Zhou Hongyu (China Daily): Why must all school buses be in the shape of "big-nosed" buses? Even in the United States and Europe, there are school buses that are not "big-nosed." The new safety standards should strike a balance between safety and the capacity of governments and schools.

The solution to the school bus safety problem lies in giving priority to school buses on the roads. The crucial part is to popularize the notion that children are a vulnerable group in our society and deserve all the accompanying privileges, not only on the roads.
