Since May 2011, the State Council has repeatedly called on its ministries to reduce "squandering practices" and make their fiscal information public in more areas and "provide greater details", especially regarding funds used for the "three public consumptions" -- overseas travel, receptions and official cars -- as these items have long been criticized as "sources of corruption and waste".

自2011年5月起，國務(wù)院三令五申要求政府各部門減少鋪張浪費行為，并且向公眾公開財政信息范圍和提供更詳細細節(jié)，特別是用于“三公消費”的經(jīng)費。“三公消費”指政府部門在因公出國（境）、公務(wù)招待及公務(wù)車購置方面的開銷，這三項消費長期以來被批評為“腐敗和浪費的根源”。

The government's "opaque" spending has exacerbated public concerns about potential corruption and extravagance on the part of officials. Statistics provided by Minister of Finance Xie Xuren showed central departments and government-owned public institutions spent 9.47 billion yuan on the three items in 2010.

政府的不透明公務(wù)消費加劇了公眾對于官員潛在的腐敗現(xiàn)象和奢侈浪費行為的擔(dān)憂。財政部部長謝旭人提供的數(shù)據(jù)顯示，2010年中央機關(guān)和事業(yè)單位的“三公”經(jīng)費支出合計94.7億元。

Meanwhile, many Chinese have accused the government of deliberately omitting information regarding its extravagant spending of public funds on receptions, official vehicles and other personal expenses in their fiscal statements.

同時，很多中國民眾指責(zé)政府部門在公務(wù)招待、公車購置以及其他私人開銷上肆意揮霍公共經(jīng)費，又在財務(wù)報告中故意隱瞞這些信息。
