2006年3月4日，中共中央總書記、國家主席、中央軍委主席胡錦濤在全國政協民盟民進聯組會上發表講話，強調要引導廣大干部群眾特別是青少年樹立以“八榮八恥”為主要內容的社會主義榮辱觀。“八榮八恥”的具體內容是：
