India is holding Pakistan responsible for the halt in the composite dialogue between the two countries, saying Islamabad's alleged failure to prevent terror acts on its soil against India is "disappointing", said Indian foreign ministry sources on Sunday.
In its newly released 2008-09 annual report, the Indian External Affairs Ministry said that terror attacks in India and on Indian Embassy in Kabul "placed a strain on the dialogue process in particular and Indo-Pak relations in general", said the sources.
The report said the terrorist attack on Mumbai on Nov. 26 2008 and concrete evidence of the involvement of elements in Pakistan in the attack led to a pause in the dialogue process.
The report said that despite the developments and despite high- level statements from Pakistan promising cooperation regarding the Mumbai attack, in terms of actual action taken the response has been "disappointing", according to the sources.
As a result, there has been a sharp deterioration in bilateral relations, said the sources.
The composite dialogue has been stopped after the Mumbai terror attacks last November.
India has been repeatedly asking Pakistan to bring the perpetrators of terror attacks to justice.
