Days are numbered for illegal waste dumping

Ten truckloads of earth dumped on at least three roads in Baoshan District on Sunday causing chaos at morning rush hour on Monday has prompted new actions to counter illegal dumping.

The Expo building site and other seven major construction sites in Luwan District are made pilot areas for new measures which are to be rolled out to all the city's construction sites, the district sanitation authority said yesterday.

Currently, companies get paid as soon as they take waste away from sites.

Under the new rules, before a building project is approved, developers must deposit fees into a bank account for the transportation of the amount of waste their projects are going to produce.

Authorized dump sites will then report back on the amount of waste received. Developers will then pay waste transport companies based on these data from the authorized dump sites.

Police are still looking for suspects of illegal dumping in Baoshan District on Sunday.
