The People's Government of Luohu District of Shenzhen City, Guangdong Province, published its Management Methods for the Special Fund for Industrial Transformation and Upgrading of the Luohu District on Aug 23, 2018.

1 The enforcement regulation of supportive policies for attracting business and investment consists of 14 articles. The main targets are enterprises newly-relocated to or newly-founded in Luohu, industrial parks with quality enterprises, high-end industrial talents of the "Jingying Talents" project and other similar talent-based projects. The key concept is to offer a series of policy supports for enterprises to register and operate in Luohu. To be specific, the maximum supportive fund for enterprises relocating to Luohu is 50 million yuan ($7.25 million) each; the maximum supportive fund for executive teams of the enterprises whose tax surpassa certain annual amount is 10 million yuan each.

The maximum support for industrial housing, including newly-purchased office buildings, amounts to 60 million yuan; the maximum support for newly-leased offices is 30 million yuan; the maximum fund support for the management fee of the office buildings is 3 million yuan; the maximum amount in support of the decoration of office buildings is 10 million yuan. 

The maximum support funding for scientific and technological innovation, including an innovation platform, is 20 million yuan; the maximum support available for funding research and development input is 3 million yuan; the maximum support for national high-and-new technology enterprises is 300,000 yuan; the maximum amount for new typeresearch and development agencies is 20 million yuan. 

The maximum financial support available for partnership agencies in attracting business and investment, including the introduction of projects, is 10 million yuan each; the maximum amount for industrial park construction is 10 million yuan; that for the operation of industrial parks is 2 million yuan; and, the amount for promotional activities is 3 million yuan. Support is also available for attracting talents and professionals, and for the residential housing of the talents.

2 The enforcement regulation of supportive policies for the headquarters economy consists of 26 articles, and the main policy targets are headquarters enterprises, and the key objective is to help them resolve the most pressing problems with their property management, providing support for their newly-purchased, newly-leased office buildings, and providing support for the decoration and property management of their office buildings.

To encourage headquarters enterprises to relocate to Luohu and ensure they can grow bigger and stronger, the enforcement regulation also includes some articles on providing financial support for new headquarters enterprises and major taxpayers. To be specific, the maximum amount for new headquarters is 12 million yuan and that for newly-purchased office buildings is 60 million yuan; the amount available for newly-leased office buildings is 12 million yuan; for office building management, a maximum of 3 million yuan is provided; the decoration of office buildings can receive aid of10 million yuan; the maximum for executive teams is 2 million yuan each; funding available for agencies that attract headquarters enterprises to Luohu can reach 5 million yuan.

3 The enforcement regulation of supportive policies for industrial parks consists of 18 articles. The support targets should be industrial parks that have been approved and where certain industries concentrate and develop. The key support targets are construction, management, operation and examination and assessment of the industrial parks, as well as the rent obligation of medium, small and micro enterprises. To be specific, the maximum available towards the construction of the industrial parks is 10 million yuan; a maximum of 2 million yuan offered towards the park's operational costs; the maximum support fund for new enterprises in the industrial parks is 15 million yuan; that for industrial parks that have received supports from the central, provincial and municipal governments is 3 million yuan.

4 The enforcement regulation of supportive policies for financial industries consists of 27 articles and the main support targets are financial agencies' headquarters, first-class branches, specialized organizations and subsidiary corporations, as well as private equity funds and private equity fund management companies, etc. The main purpose is to attract licensed financial agencies, solve their needs for housing and property management, promote the development of fintech, and encourage the use of multi-layer financial capital market, etc. To be specific, the maximum support fund for new financial agencies is 50 million yuan; the maximum for purchasing office buildings is 60 million yuan; that going towards renting office buildings is 30 million yuan; decoration ofoffice buildings can receive up to 10 million yuan; the maximum support fund for the executive team is 10 million yuan; there are funds also available for agencies playing important roles in attracting the financial enterprises, and the financial agencies that make use of the multi-layered capital market, etc. 

5 The enforcement regulation of supportive policies for commercial circulation and e-commerce industries consists of 27 articles. The objectives of the supports are enterprises of the commercial circulation and e-commerce industries, and the key purposes of the support is to help the commercial circulation enterprises to transform and upgrade their industries, infrastructural facilities, and business activities, and promote the development of e-commerce industries. To be specific, maximum support funding for new enterprises is 500,000 yuan; the maximum funding available to enlarge business scale is 200,000 yuan; the maximum support offered to boost business growth is 1.2 million yuan; the maximum offered to new entity shops is 500,000 yuan; the maximum funding provided to support commercial real estate transformations and upgrading is 4 million yuan; the maximum aid for cross-border e-commerce concentration and development is 1 million yuan; funding is also available for the connection of business spaces and e-commerce enterprises optimizing their operations. 

6 The enforcement regulation of supportive policies for special service sectors consists of 33 articles. The main targets are special service industries, tourism and industrial service platforms, guilds and social organizations. The main purpose is to promote the concentration of special service industry agencies, encourage enterprises to grow bigger and stronger, improve the industry's development level and hold influential exhibition fairs and forums. To be specific, the maximum support fund for new enterprises is 1.5 million yuan; that for purchasing new office buildings is 10 million yuan; for renting office buildings a maximum of 3 million yuan can be offered; the maximum support for decoration of office buildings is 10 million yuan; that for helping the enterprises to grow bigger and stronger is 1 million yuan; tourism agencies seeking to become one of the national top 100 can obtain a funding up to 500,000 yuan; the maximum support fund for national A-level scenic areas is 3 million yuan; there are also supportive funds for special tourism products and routes, tourism activities, platforms and social organizations, etc.

7 The enforcement regulation of supportive policies for fashion innovation and design industries consists of 30 articles. The main targets are enterprises and individuals engaged in fashion innovation and design industries and intellectual property rights intermediary service activities. The main purposes are to encourage design agencies and designers to concentrate, support agencies and designers to take part in international events, market expansion and brand enhancement, intellectual property rights protection, etc. To be specific, the maximum support for new enterprises is 11 million yuan; the maximum aid towards the cost of purchasing office buildings is 60 million yuan; the maximum for renting office buildings is 12 million yuan; office decoration projects can receive a maximum of 5 million yuan; the maximum support fund for scale development is 5 million yuan; that for industrial appraisal and competition is 500,000 yuan; enterprises creating copyright achievements can receive a maximum of 2 million yuan; there are also supports for designers and copyrights transactions, etc.  

8 The enforcement regulation of supportive policies for the development of gold, jewelry and other industries consists of 20 articles. The main targets are gold and jewelry-related industries and other manufacturing enterprises. The main purpose is to boost the development of intelligent manufacturing, design and research and development, brand building and industrial promotion. To be specific, the maximum support to help the relevant industries to grow bigger and stronger is 1 million yuan; that for intelligentization is 3 million yuan; the maximum supportive fund for replacing workers with machines is 1 million yuan; the maximum amount to be given to aid increased research and development input is 2 million yuan; there are supportive funds for the merging of informatization and industrialization, enterprises attending famous exhibitions at home and abroad, and enterprises introducing high-end technological talents, etc. 

9 The enforcement regulation of supportive policies for science and technology innovations consists of 18 articles. The main targets are science and technology enterprises, and the key objectives are to facilitate foundation innovation, industrial innovation and the construction of innovation environment. To be specific, the maximum support given for innovation platform construction is 20 million yuan; that for the development of new type of pro-innovation research and development agencies is 20 million yuan; support for new big projects is worth 50 million yuan; the maximum for patent application is 20,000 yuan each; support is also available for research and development growth, and the cultivation of national high-and-new technology enterprises, etc.

10 The enforcement regulation of supportive policies for energy saving and emission reduction consists of 19 articles. The main targets of the supports are enterprises, public institutions and agencies that carry out energy-saving and emission-reduction projects in Luohu, with the main purpose being to promote the projects of transformation for energy saving, contract energy management, green buildings, clean production, sponge city construction, etc. To be specific, the maximum support for taking the initiative to conduct transformation projects to saving energy is 1 million yuan; that for investing in contract energy management is 1 million yuan; the maximum available for supporting green buildings is 2 million yuan; the maximum fund for prefabricated buildings is 2 million yuan; that for projects of on-the-spot comprehensive use of construction wastes is 500,000 yuan; support is also available for the construction of charging facilities for new-energy cars, volunteer clean production projects passing the examination, energy audit and energy-saving assessment projects and green credit and loan projects, etc. 

11 The enforcement regulation of supportive policies for intellectual property rights and standardization strategies consists of 11 articles. The main targets are innovative and brand-building enterprises. The main purposes are to promote brand building, standardization construction and recognition through the District Director Quality Award. To be specific, the maximum support for brand building is 500,000 yuan; that for quality improvement is 1 million yuan; the maximum support for the implementation of standardization strategies is 1 million yuan.
