China to hold int'l climate change conference

2011 China International Forum on Climate Change (2011 CIFCC), launched by United Nations Industrial Development Organization (UNIDO), will be held in Beijing on October 29-30, 2011, with the title of "Green Development: Policy and Action."

The forum is co-organized by UNIDO, International Energy Conservation Environmental Protection Association (IEEPA), famous academic institutions and foreign embassies to China.

This forum not only shoulders WEC's mission of assisting Durban meeting in reaching consensus, but also makes great efforts, with "Green Development: Policy and Action" as topic, to seek harmonious market system between economy and environment under the guidance of low-carbon development, to improve market mechanism with business power, to reach consensus among government officials, experts and scholars, enterprise leaders and international organizations, to form report and affect social groups by the power of spot and global media.

The organizer will invite senior officials from United Nations System, NPC, CPPCC, National Development and Reform Commission (NDRC), Ministry of Industry and Information Technology (MIIT), Ministry of Housing and Urban-Rural Development (MOHURD), Ministry of Environmental Protection (MEP) to make keynote speeches on global and China's response to climate change.

This forum consists of three round-table meetings with "Low-Carbon Development and Market Mechanism" as the main topic, "Green Industry and Low-Carbon City Construction" and "Advanced Energy Technology Innovation and Industrialization Development" as sub-topics.

Thirty percent of the attendees will be comprised of domestic and overseas government officials and international organizations, 10 percent from distinguished experts and scholars, 20 percent from representatives from financial and banking fields, and 40 percent from leaders or entrepreneurs from global top 500 and well known companies. Seats will also be reserved for representatives from research institutes, urban and professional societies and industry associations, and media outlets. The attendees are expected to reach up to 400 persons.

This forum will also make a study on urban and enterprise's achievement in handling climate change and sustainable development. If in line with forum report, it will be compiled into the Report of 2011 CIFCC in the form of climate change action solution and enterprise case analysis, and be submitted to UN, NDRC and MEP, MIIT and so on.

Simultaneously, the forum will hold a symposium on China Energy Efficiency Promotion Program, invite energy performance contracting (EPC) enterprises with comprehensive solution to urban energy conservation and emission reduction. Participants may discuss local policies and measures, development bottleneck of EPC enterprises, establish cooperative platform of energy service company (ESCO), product/technology provider, energy consumption unit and financing institution; on the other hand, the symposium will help to integrated EPC solutions in energy auditing, project design, project financing, equipment purchase, project construction, energy-saving amount measuring and so on; at the same time, the symposium will give priority to comprehensive energy efficiency project and solution, and capacity-building of project provider, support a batch of Pilot Project on China's Energy Conservation, Emission Reduction and Energy-Efficiency Promotion, and establish project promotion system with advantageous ESCOs.

Founded in 2008, WEC (World Economic and Environmental Conference), was derived from the concept of global "Green New Deal" proposed by United Nations. As a global summit initiated in China, WEC is making great efforts to build a win-win exchange and cooperation platform between governments and enterprises in terms of climate change, sustainable development and economic growth, lead various countries to make transition towards green, ecological development, to jointly combat lasting global environmental degradation in the process of human activity and economic development.
