The State Council Information Office published a white paper titled China's Peaceful Development Road on December 22, 2005, stating that peaceful development is the best way for China to achieve modernization. "China cannot develop independently from the rest of the world. Likewise, the world needs China if it is to attain prosperity," the paper said.
