The State Council has issued a circular urging governments at different levels and their departments to study and implement the administrative licensing law.
"The implementation of the law will help a lot both in blocking and removing corruption at its root and in promoting further reform in the administrative mechanism," said the circular, stressing that performing duties according to law is a significant obligation for government organs.
The circular urges training of government licensing personnel so that they can understand and use the law efficiently as it is.
Efforts should also be made to check and modify rules, regulations and requirements conflicting with the licensing law, which was passed on Aug. 27, 2003 and will take effect on July 1, 2004, according to the circular.
