Design to Blame for Most Recalled Toys: Official

A senior Chinese official said that harmful elements of 85 percent of the more than 20 million toys recalled by Mattel were caused by problematic designs from the United States.

Li Changjiang, director of the General Administration of Quality Supervision, Inspection and Quarantine, told a press conference Monday that he examined samples of those recalled toys and found designing defects do exist in those products that could easily hurt children.

Chinese manufacturers are responsible for only 15 percent of the quality problems of the toys, he added.

He said those toys should be recalled from all countries they have been exported to, and criticized American importers for their lack of responsibility in dealing with problems arising from product quality.
