Chinese Vice President Zeng Qinghong has called on Party officials to promote Party building to maintain Party members' vanguard nature and improve the Party's governance capabilities.

This is meant to facilitate the implementation of the 11th Five-Year Strategy for national economic and social development starting next year, said Zeng, also member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee.

Party building could play an important role in realizing the goals and objectives of the Five-Year Strategy by providing organizational and personnel supports, said Zeng at a two-day national meeting of heads of the organization departments of provincial and local Party committees held in Beijing from Monday.

Zeng urged Party officials to reform the personnel work in an active and prudent manner for the incoming re-election of local Party committees. Officials with both professional ability and political integrity should be promoted to leading positions.

He stressed the need to train competent officials and improve Party building at the grass-roots level for the effective implementation of the Party's policies and the 11th Five-Year Strategy.
