Chinese Vice Premier Zeng Peiyan on Monday urged the State Council to do a good job in blueprinting the country's 11th Five-Year Strategy (2006-2010) in a bid to realize the goal of a coordinated and sustained development of the nation's economy.

Zeng, also a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a meeting on the next five-year strategy sponsored by the State Council, the highest governing body.

He called on the decision-makers, based on the concept of scientific development, to work on the blueprint, which has "unique Chinese characters, can comply with and reflect the will of the people and promote the country's economy to develop in a coordinated and sustained way."

He also urged them to "fully understand" the importance of the mid- and long-term plan in the development of the nation's economy and to "clearly know" the development trend and the main tasks in the coming five years.

The next five-year strategy should be worked out on the basis of the proposal for the 11th Five-Year Strategy for the National Economic and Social Development, which was adopted at the 5th session of the 16th CPC Central Committee which closed in October, as well as a just concluded central government's meeting on the economy, Zeng noted.

He said ever since China's reform and open-up, the country's Five-Year Strategys have developed the characters of socialist market economy with unique Chinese characteristics.

The vice premier emphasized the program for the next five years should focus on stepping up the transformation of the nation's economic growth mode and better handling the relationship between growth pace and efficiency and quality.

"Unrealistic high quota and fast growth should be avoided," said Zeng.

Meanwhile, he said, steps of urbanization should be accelerated and efforts should be made to enhance agricultural production and strengthen the construction of infrastructure in rural areas so as to promote the rational and coordinated development of small, medium-sized and big cities and towns.

The optimization and upgrading of industrial structures should be promoted, he noted, calling on local governments to consider developing unique industries with potential market while laying out the plan for the coming five years.

Zeng's remarks were referring to the country's oversupply problem in some sectors, such as steel, cement and aluminum. He also called for building an energy-saving and environment-friendly society, and called for measures to narrow the gaps between urban and rural areas in terms of the distribution of public resources and the public services.

Finally, he said that the deepening reform of administrative system, enterprises, finance, taxes and price sectors will be helpful in promoting the transformation of the country's economic growth mode and in forming a sustained development mechanism.
