Strengthening and developing unity and cooperation with other developing countries is the cornerstone of China's foreign policy. China is an active participant in organizations such as the Non-Aligned Movement, Group of 77, African Union ("AU") and Common Market for Eastern and Southern Africa ("CMESA") and advocated and held a South-South Cooperation High-Level Conference with the Group of 77. In June 2003, President Hu Jintao met with Algerian President Abdelaziz Bouteflika, Brazilian President Lula da Silva and Malaysian Prime Minister Mahathir Mohamad who attended the Informal South-North Leaders Dialogue Meeting at Lausanne, Switzerland. In December, Premier Wen Jiabao of the State Council of China visited Mexico, Ethiopia and other developing countries and spoke at the Second Ministerial Conference of China-Africa Cooperation Forum held in Addis Ababa, capital of Ethiopia. In 2003, foreign leaders of Cuba, Ecuado, Ukraine, Guyana, Fiji, Zambia, Cameroon, Romania, Hungary, Vanuatu, Nigeria, etc. visited China. They are all heads of state of developing countries. Right after the Chinese New Year in 2004, President Hu Jintao was invited to pay a state visit to Egypt, the Gabonese Republic, Algeria and other African countries.
