Vice chairman of the 10th National Committee of the Chinese People's Political Consultative Conference.

Born in 1934, native of Anxi, Fujian Province, and joined China Zhi Gong Party in 1992;

Was jailed by the British colonial authorities in Singapore in 1951-1952, studied respectively in Zhiyong Middle School in Guangzhou, Guangdong Province and No. 1 Middle School of Wuxi city, Jiangsu Province in 1952-1956;

Graduated from Law Department of Peking University in 1960; assistant teacher, lecturer, associate professor and professor of Law Department, and vice president, of Peking University in 1960-1993; chairman of Beijing Federation of Returned Overseas Chinese; vice chairman of China Law Society in 1993-1995.

Vice chairman of the 4th and 5th Council of All-China Federation of Returned Overseas Chinese; vice chairman of the 10th Central Committee and chairman of the 11th and 12th Central Committee of China Zhi Gong Party, vice president of Supreme People's Court, president of the 6th Council of China Council for the Promotion of Peaceful Reunification in 1995-2000.

Vice chairman of the 9th CPPCC National Committee since 1998.
