Designer of Automation Section at Electrical Machinery Institute of Harbin Electrical Machinery Plant, Heilongjiang Province, in 1965-69; and examiner, designer, section chief, division chief, deputy chief engineer, assistant to director and deputy director of Dongfang Electrical Machinery Plant, in 1969-1972.

Assistant to the governor of Sichuan Province in 1992-93; vice governor of Sichuan Province in 1993-95.

Elected vice chairman of the Central Committee of Chinese Peasants and Workers Democratic Party (CPWDP) and vice governor of Sichuan province in 1995-1997 and vice chairman and executive chairman of the CPWDP Central Committee from 1997 to date.

Member of the 9th NPC Standing Committee in 1998, and vice chairman of the Environment and Resources Protection Committee of the NPC.
