At the Third Plenary Session of the Twelfth Party Central Committee in Beijing in October 1984, the Party passed the ?Decision of the CPC Central Committee on Reform of the Economic Structure?, pointing out that the socialist economy is a planned commodity economy based on public ownership. It was decided that economic reform in the urban areas would start in 1985.
