Entrusted by the CPC Central Committee, Zhou Enlai arrived at the headquarters of the New Fourth Army in south Anhui Province in February 1939 to discuss the strategy of the New Fourth Army. It was decided that the task of the New Fourth Army was to consolidate its forces in the south, fight battles in the east and develop more base areas in the north.
