New Concept for Development
Development is the key to solving all of China's problems and one of the top priorities for present-day China.
Xi Jinping introduced a new concept of pursuing innovative, coordinated, green, open and shared development, based on previous experience gained and lessons learned at home and abroad, and an analysis of global trends, and problems and challenges arising in China's development since 2012.
In the report to the 19th CPC National Congress, he listed the new concept for development as China's basic policy for the new era. In March 2018, this concept was written into the newly amended Constitution of China.
Each of these five aspects is essential on an individual level. Together they are interconnected, forming one integrated whole.
Innovation is the driving force for development. It should be put in the first place in China's development and made the dominant theme in all work of the state and the Party.
Coordination promotes sustainable, healthy development and addresses the imbalance in development. China needs to properly handle major relations in development and ensure integrated development.
Green is the guarantee for sustainable development and reflects people's aspiration for a better life. Green development reinforces harmony between humanity and nature. Coordination in progress between the economy, society and environmental protection will create better living and working conditions.
Openness is a way leading to prosperity. Open development brings interactions between China and the international community. China will develop an open economy at a higher level and promote reform and development through opening up.
Sharing is an inherent feature of socialism. Shared development underpins social equality and justice. China is committed to having its development fruits shared by all through concerted efforts in all fields in a steady process, so as to achieve common prosperity in the end.
This new concept for development reflects the CPC's vision of people-centered development, defines development targets, and demonstrates how to achieve them. Innovative, coordinated, green, open and shared development is of higher quality, and is more efficient, fairer and more sustainable. This new concept embodies the CPC's profound understanding of the basic features of China's new stage of development, and of the dynamics underlying economic and social development. It will continue to guide China's development at present and in the near future.
新發(fā)展理念
發(fā)展是解決中國一切問題的基礎(chǔ)和關(guān)鍵，是當(dāng)代中國的第一要?jiǎng)?wù)。中共十八大以來，在深刻總結(jié)國內(nèi)外發(fā)展經(jīng)驗(yàn)教訓(xùn)、分析國內(nèi)外發(fā)展大勢(shì)的基礎(chǔ)上，針對(duì)中國發(fā)展中的突出矛盾和問題，習(xí)近平提出了創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的新發(fā)展理念。中共十九大把堅(jiān)持新發(fā)展理念作為新時(shí)代堅(jiān)持和發(fā)展中國特色社會(huì)主義的基本方略。2018年3月，“貫徹新發(fā)展理念”正式寫入中國憲法。
創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的新發(fā)展理念，相互貫通、相互促進(jìn)，是具有內(nèi)在聯(lián)系的集合體。創(chuàng)新是引領(lǐng)發(fā)展的第一動(dòng)力，創(chuàng)新發(fā)展注重的是解決發(fā)展動(dòng)力問題，要把創(chuàng)新擺在國家發(fā)展的核心位置，貫穿黨和國家一切工作。協(xié)調(diào)是持續(xù)健康發(fā)展的內(nèi)在要求，協(xié)調(diào)發(fā)展注重的是解決發(fā)展不平衡問題，要正確處理發(fā)展中的重大關(guān)系，不斷增強(qiáng)發(fā)展整體性。綠色是永續(xù)發(fā)展的必要條件和人民對(duì)美好生活追求的重要體現(xiàn)，綠色發(fā)展注重的是解決人與自然和諧問題，要實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)發(fā)展和生態(tài)環(huán)境保護(hù)協(xié)同共進(jìn)，為人民群眾創(chuàng)造良好生產(chǎn)生活環(huán)境。開放是國家繁榮發(fā)展的必由之路，開放發(fā)展注重的是解決發(fā)展內(nèi)外聯(lián)動(dòng)問題，要發(fā)展更高層次的開放型經(jīng)濟(jì)，以擴(kuò)大開放推進(jìn)改革發(fā)展。共享是中國特色社會(huì)主義的本質(zhì)要求，共享發(fā)展注重的是解決社會(huì)公平正義問題，要堅(jiān)持全民共享、全面共享、共建共享、漸進(jìn)共享，不斷推進(jìn)全體人民共同富裕。
新發(fā)展理念傳承中國共產(chǎn)黨的發(fā)展理論，堅(jiān)持以人民為中心的發(fā)展思想，進(jìn)一步科學(xué)回答了實(shí)現(xiàn)怎么樣的發(fā)展、怎樣實(shí)現(xiàn)發(fā)展的問題，深刻揭示了實(shí)現(xiàn)更高質(zhì)量、更有效率、更加公平、更可持續(xù)發(fā)展的必由之路，集中體現(xiàn)了中國共產(chǎn)黨對(duì)新發(fā)展階段基本特征的深刻洞察和科學(xué)把握，標(biāo)志著中國共產(chǎn)黨對(duì)經(jīng)濟(jì)社會(huì)發(fā)展規(guī)律性認(rèn)識(shí)達(dá)到了新的高度。按照新發(fā)展理念推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展，是當(dāng)前和今后一個(gè)時(shí)期中國發(fā)展的總要求和大趨勢(shì)。
